L&T, Reliance & others Lowest Bidders for Mumbai Metro’s Line-2 & 4

There’s big news coming in from Mumbai!

Larsen & Toubro, NCC, Reliance Infrastructure, Simplex Infrastructure, JMC Projects (India) and Tata Projects have emerged as the lowest bidders for constructing various sections of Mumbai Metro’s upcoming 23.5 km Line-2 and 32.32 km Line-4 after officials from the Mumbai Metropolitan Region Development Authority (MMRDA) today opened financial bids for nine civil packages.

The bid values received for all packages are higher than the MMRDA’s original estimates with most over the 20% mark.

Line-2B is envisaged as an elevated extension of the under construction 18.6 km Line-2A and will connect DN Nagar – Bandra – Manhurd – Mandale. Line-4 is a new elevated line altogether along the eastern side of the city and will connect Wadala – Ghatkopar – Mulund – Thane – Kasarvadavali. The MMRDA invited bids for both line’s construction in one go in January 2017, just weeks after the country’s Prime Minister unveiled their foundation stones in the city.

Line-2B (Shown in Blue)

• Package CA-04  Viaduct from ESIC Nagar to Khira Nagar with 5 stations
Scope: Part design and construction of elevated viaduct and 5 elevated stations viz. ESIC Nagar, Prem Nagar, Indira Nagar, Nanawati Hospital & Khira Nagar (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 34035.873 m to 40233.199 m.
Estimated Cost: Rs. 466.78 crore
Lowest Bidder: J Kumar Infraprojects – Rs. 582.23 crore (24.74% above)

• Package CA-05 – Viaduct from Saraswat Nagar to ILFS in BKC with 6 stations
Scope: Part design and construction of elevated viaduct and 6 elevated stations viz. Saraswat Nagar, National College, Bandra, MMRDA Office, Income Tax Office & ILFS (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 40233.199 m to 46749.923 m.
Estimated Cost: Rs. 508.66 crore
Lowest Bidder: Simplex Infrastructure – 626.68 crore (23.2% above)

• Package CA-06 – Viaduct from MTNL Metro to Chembur with 6 stations
Scope: Part design and construction of elevated viaduct and 6 elevated stations viz. MTNL Metro, SG Barve Marg, Kurla Terminus, Kurla East & Chembur (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 46749.923 m to 52665.359 m.
Estimated Cost: Rs. 461.45 crore
Lowest Bidder: Reliance Infrastructure-Rizzani de Eccher JV – 576.00 crore (24.94% above)

• Package CA-07 – Viaduct from Diamond Garden to Mandale (Depot) with 6 stations
Scope: Part design and construction of elevated viaduct and 5 elevated stations viz. Diamond Nagar, Shivaji-Chowk, BSNL Metro, Mankhurd, Mandale (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 52665.359 m to 57757.000 m.
Estimated Cost: Rs. 404.31 crore
Lowest Bidder: JMC Projects – 513.47 crore (26.99% above)

Line-4 (Shown in Purple)

• Package CA-08 – Viaduct from Wadala to Amar Mahal Junction with 6 stations
Scope – Part design and construction of elevated viaduct and 6 elevated stations viz. Bhakti Park Metro, Wadala TT, Anik Nagar Bus Depot, Suman Nagar, Siddarth Colongy and Amar Mahal Junction (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage -450 m to 5844.038 m.
Estimated Cost: 519.36 crore
Lowest Bidder: NCC – 621.26 crore (19.61% above)

• Package CA-09 – Viaduct from Garodia Nagar to Surya Nagar with 7 stations
Scope – Part design and construction of elevated viaduct and 7 elevated stations viz. Garodia Nagar, Pant Nagar, Laxmi Nagar, Shreyas Cinema, Godrej Colony, Vikhroli Metro & Surya Nagar (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 5844.038 m to 12250.746 m.
Estimated Cost: Rs. 546.08 crore
Lowest Bidder: Reliance Infrastructure-Rizzani de Eccher JV – 693 crore (26.9% above)

• Package CA-10 – Viaduct from Gandhi Nagar to Sonapur with 6 stations
Scope – Part design and construction of elevated viaduct and 6 elevated stations viz. Gandhi Nagar, Naval Housing, Bhandup Mahpalika, Shangrila & Sonapur (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 12250.746 m to 18935.299 m.
Estimated Cost: Rs. 535.07 crore
Lowest Bidder: Larsen & Toubro – 665.09 crore (24.29% above)

• Package CA-11 – Viaduct from Mulund Fire Station to Majiwada with 7 stations
Scope – Part design and construction of elevated viaduct and 7 elevated stations viz. Mulund Fire Station, Mulund Naka, Teen Haath Naaka (Thane), RTO Thane, Mahapalika Marg, Cadbury Junction & Majiwada (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 18935.299 m to 25035.251 m.
Estimated Cost: Rs. 529.67 crore
Lowest Bidder: Larsen & Toubro – 658.38 crore (24.29% above)

• Package CA-12 – Viaduct from Kapurbawdi to Kasarvadavali with 6 stations
Scope – Part design and construction of elevated viaduct and 6 elevated stations viz. Kapurbawdi, Manpada, Tikuji-Ni-Wadi, Dongari Pada, Vijay Garden & Kasaradavali (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 25035.251 to 31872.088 m.
Estimated Cost: Rs. 547.63 crore
Lowest Bidder: Tata Projects – 674.68 crore (23.19% above)

Note – bids for Line-2B’s package CA-13 which entails construction of rail overbridges at Kurla and Lokmanya Tilak Terminus were not opened.

Late last month, the Maharashtra government approved bank guarantees and loan-related sanctions for both line’s development. While Line-2 will primarily be funded by the Asian Development Bank (ADB), Line-4 will be funded by the Asian Infrastructure Investment Bank (AIIB) – view project info sheet.

With the lowest bids considerably higher than estimates, it’ll be interesting to see what the MMRDA does – reduce scope & negotiate with the lowest bidder like done for Line-3 in 2015/16 or re-invite bids for all affected civil packages – both time consuming options? We’ll have to wait and watch.

If the MMRDA gets a thumbs up from the ADB and AIIB to go ahead, then contracts can be expected to be awarded by September-end with ground-work starting before the end of the year. With that, 124.42 km of metro lines will be under construction throughout the city: Line-2 (42.1 km), Line-3 (33.5 km), Line-4 (32.32 km) and Line-7 (16.5 km) – view information and map here.

    Is it normal to be 20-25% above the base price? I am sure there will be some sort of renegotiations. But do contracts get awarded like this in other systems? Or would you expect this to be another pune metro like situation where they will reinvite bids.

      Rather I should say, is it common to be 20-25 % above the base price and get approved and awarded the contract? I know JICA allowed it for line 3. But I dont see other metros being that high

        Hi, very rarely do they get approved due to budget constraints. Operators usually re-invite bids as witnessed in Bangalore (PH1), Vijayawada and Pune. Line 3 was an outlier as the base price was derived from 2011 rates and didn’t encompass the rise in the price of material, equipment and labor.

        In this case, my hunch is that they’ll negotiate with the firms and trim down the scope of work. Let’s see…

    In the alignment map for line 4 you are showing the line follow the LBS marg after Teen Hath Naka in Thane, however the plans indicate that the line will follow the Eastern Express Highway from Teen Hath Naka onwards till Majiwada.

    This article from HBL suggest that the contracts have already been awarded. Can you please confirm veracity? Or is it misreported?

      Hi, only the financial bids have been opened. This will be followed by bid evaluation and then the award of contracts. Mainstream media journalists often don’t know the difference between ‘bids’ and ‘contracts’.

        Strange how even business journalists can’t differentiate between opening of bids and awarding of contacts. Let’s hope that contracts and work orders are awarded in time, so that work can begin this year.

          i was talking to TMRG in the previous comment. He feels like it is unlikely the contracts will be awarded in its current state . So looks like there will be some negotiation involved to bring down the price and to change the scope of the work. This process is generally time consuming. So I am guessing it wont start before the end of the year.. Probably next year or so . 🙁

        Bad news. @TMG: do you think the rebids will take shorter time, as the pool of contractors will most likely be the same and they would’ve already run the process once?

    Is there an interchange between line 2B and 4? The lines cross, by its not clear if there is any specific station acting as an interchange?

      Hi, the lines cross will intersect where SG Barve Marg and the EEH meet. Line-2’s Kurla Station Station is planned at that intersection, but Line-4’s Suman Nagar Station is 300m south near the Suman Nagar flyover. The interchange will likely be formed via an elevated FOB.

        I would think that’s a missed opportunity – something that can be fixed at the design stage even now? A multilevel station for both lines would have been ideal – or is this something that would increase the capital cost significantly?

      They’re facing funding issues. Due to that the tendering process, to assign contractors, is yet to begin for the civil structure.
