NCC Lowest Bidder for Pune Metro’s Vanaz – Civil Court Section

NCC Limited has emerged as the lowest bidder for constructing a 7.150 km elevated viaduct on Pune Metro’s 14.665 km east-west Line-2 between Vanaz and Civil Court after officials from the Maharashtra Metro Rail Corporation Limited (MahaMetro) today opened the financial bids submitted by different civil infrastructure companies.

MahaMetro invited bids for this section’s construction along Paud, Maharishi Karve and Jangali Maharaj roads under package P1C-02(R) in late-June right after rejecting Simplex Infrastructures’ lowest bid earlier in the month. They’ve estimated construction to cost Rs 368 crores and would like work to be completed within 110 weeks (2 years).

Financial bid values submitted by 3 of the lowest technically qualified bidders:

Firm Bid
NCC Rs. 363.70 cr
Afcons Rs. 369 cr
IL&FS Rs. 373.55 cr

Gammon India and Simplex Infrastructures didn’t qualify to the financial bidding stage.

MahaMetro invited bids for 9 stations on this section under a separate package in July. These will be located at Vanaz, Anand Nagar, Ideal Colony, Nal Stop, Garware College, Deccan Gymkhana, Sambhaji Park and PMC –

If no issues arise, then NCC in the coming weeks will go on to be awarded with the project’s 2 major civil contract – their 2nd in Pune after they won the 10.795 km PCMC – Range Hills section of Line-1 in May 2017 for which they’ve started casting pile caps.

With this development, preliminary utility shifting and barricading works along the line’s route can be expected to start in September-October and piling work towards the end of the year.

What happened here? Last time bids were invited for this exact corridor. The estimated cost was 300 cr. Simplex bid 350 and was rejected. How did the cost escalate in 2 months? Also how did it suddenly fit the pmrda budget?
