Tata & Reliance Lowest Bidders for Mumbai Metro’s Line-4

Update 2 – MMRDA awarded 5 contracts to both consortia on March 3, 2018.

Update 1 – Bid results for Package CA-12 have now been added at the bottom. With that, Reliance’s win count has climbed up to 3.

Yesterday morning, Tata Projects – China Harbour Engineering Company (TPL-CHEC) JV and Reliance – Astaldi JV emerged as the lowest bidders for constructing two packages each on Mumbai Metro’s new 32.32. km elevated Line-4 between Wadala & Kasaradavali after the financial bids submitted by all firms were opened by the Mumbai Metropolitan Region Development Authority.

MMRDA had reinvited bids for these 4 packages in November 2017, with new lower estimates, after a failed first round of bidding where the lowest bids received were 19% to 27% higher than the MMRDA’s estimates.

• Package CA-08 – Viaduct from Wadala to Amar Mahal Junction with 6 stations
Scope – Part design and construction of elevated viaduct and 6 elevated stations viz. Bhakti Park Metro, Wadala TT, Anik Nagar Bus Depot, Suman Nagar, Siddarth Colony and Amar Mahal Junction (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage -450 m to 5844.038 m.

Garodia Nagar, Pant Nagar, Laxmi Nagar, Shreyas Cinema, Godrej Colony, Vikhroli Metro & Surya Nagar (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 5844.038 m to 12250.746 m.

Combined totals for all 4 Packages
• MMRDA’s estimate: Rs. 2130.27 cr
• Lowest bid: Rs. 2101.25 cr
• Difference: Rs 29.02 cr (1.36 % lower)

This new round of bidding was highly successful, with the lowest bid for 3 packages being lower than MMRDA’s estimate. The lowest bid for Package CA-08 was Rs 20.64 crore (3.97% higher) than MMRDA’s estimate, but can be considered to be within permissible limits. Overall, the combined bids were Rs 29.02 crore lower than MMRDA’s estimate and well within their budget, so if no extraneous issues arise, then in the coming weeks the Reliance – Astaldi JV and Tata Projects – China Harbour Engineering Company (TPL-CHEC) JV will go on to be awarded with 2 contracts each to build the line.

    Hi Mr TMRG,

    Any update on Mumbai Metro Line 3 progress.

    What is the tunnelling progress on each of the sections.
    one had heard from MMRCL was ‘cumulative ‘ construction of over 500 mts.- this is surely as vague as it can be.
    Even the official MMRCL site does not indicate what is the tunnelling progress on each of the section.

    Your information will certainly help to assess the progress.

    The Ghodbunder Road nowadays sees heavy traffic jams. Borivali- Thane AC bus service is inadequate many a times and also get stuck due to traffic.

    Line 7 extension is approved by MMRDA till Bhayabheet via Kashimira, So if Line 4 is extended till Kashimira via Ghodbunder road, People can commute easily in much lesser time.

      The basic notice inviting tenders didn’t say anything on that. Maybe the tender documents did? I don’t have access to them.

        Thank you for your kind reply. Hope that clause should not be there and work for this line should start as early as possible so the central rail commuters get at least some relief.
        Also can you provide status for Line 2B.

    Just re-read TMG update from 1st August 2017. Looks like many of the same companies who had earlier Bid 20-30% above MMRDA estimate have come to 1-5% below the original MMRDA estimates.

    Really surprised to see the same companies coming back 6 months later on such lower bids. I am prelexed to see such drastic difference for the same package and same contractors. Don’t know if the MMRDA Has changed some scope of work or it was collusion in play at the earlier round.

    Contractors will be better advised to Submit reasonable bids at the first go and not waste publics time by entangling the authorities in re-negotiations and re-tendering

    Tata partner CHEC-China Harbour is tainted company that was blackilisted in Bangladesh on charges of bribing officials in Dhaka. The company was also blacklisted earlier by World Bank.

    Thanks a lot for the latest updates on the Bidding process for Metro IV project. Would appreciate if you could provide some information on the exact location with corresponding chainages of various stations on Metro IV, especially in Kapurbawdi – Kasarvadavali (Package CA-12). Usually this is available in Detailed Project Reports(DPR) which are off late being made public on the respective websites. eg. Mumbai Metro Rail Corporation (MMRC) uploaded the DPR for Metro 3 on its website ( https://www.mmrcl.com/sites/default/files/dpr-metro-line-III.pdf).
