DB – Hill – Louis Berger JV Wins Mumbai Metro Line-4’s GC Contract

A consortium of DB Engineering & Consulting GmbH, Hill International and Louis Berger SAS has won the General Consultant services contract for Mumbai Metro’s upcoming 32.32 km Line-4 connecting Wadala – Ghatkopar – Mulund – Thane – Kasarvadavali through 32 elevated stations in the eastern side of the city.

The Mumbai Metropolitan Region Development Authority (MMRDA) invited bids for this service in January 2017, and the appointment of a dedicated General Consultant will pave the way for the line’s speedy implementation through assistance in design, supervision, safety, quality control and contract management.

The overall scope of the General Consultant is to assist in reviewing and proof-checking of detailed designs prepared by the civil contractors’ designer, preparation of tender design, construction supervision including supply and installation, system integration and commissioning of all system components, testing and commissioning of the entire system and preparation/finalization of operation and maintenance manuals.

A letter of intent (LoI) agreement is expected to be handed over in the coming weeks after which their team will take over from the Delhi Metro Rail Corporation (DMRC)’s team which prepared civil bidding documents and continues to assist MMRDA’s officials in evaluating financial bids for the line’s 5 major civil contracts in which NCC, Reliance Infrastructure, Larsen & Toubro and Tata Projects recently emerged as the lowest bidders – view bidding results here.

    Good but when will they start working?

      Line is stuck in the tendering stage as all the civil bids received were 15-25% higher than the estimates. I believe MMRDA is negotiating their value by bringing down scope. Will post an update when I hear something.
