Highway Engg Wins 2365 KM High Speed Rail Projects’ Survey Work
Highway Engineering Magnitude Consortium on Wednesday emerged as the lowest bidder for carrying out survey work to help develop individual Detailed Project Reports (DPRs) for approx. 2365 km of new High-Speed Rail lines in India.
The 2365 km figure includes the following 4 lines:
- Delhi – Amritsar High Speed Rail (approx. 459 km)
- Mumbai – Hyderabad High Speed Rail (approx. 711 km)
- Chennai – Mysuru High Speed Rail (approx. 435 km)
- Varanasi – Howrah High Speed Rail (approx. 760 km)
India’s National High-Speed Rail Corporation Limited (NHSRCL) had invited bids for this mega survey-package, along with another one that deals with traffic / ridership studies, in early-December with a 180 day completion period. Technical bids were opened on December 30, 2020 to reveal 4 bidders for this low value contract.

Scope: Data Collection and Associated Survey Work for DPR of Various HSR Corridors (Approx. 2365 kms long)
Scope of Work
The Contractor is required to prepare a report containing details of data collected from various departments / site. This will involve the following steps, applicable separately for each corridor:
- Identification of Crossings (existing & proposed) on the proposed HSR alignment/ROW including but not limited to Roads, Railways, Rivers, Canals etc.
- Identification of Heritage structures infringing on the proposed HSR alignment/ROW such as Historical monuments, tombs, ASI sites and Religious structures such as Temple, Gurudwaras, Mosque, Church etc. and any other important structures.
- Preparation of Auto CAD drawings of the ROW with details as per S.no. 1-2 above plotted on the drawings. The Auto CAD drawings shall have different layers for different entities like Roads, Railways, Spot/Ground levels, Drain, Building, Boundary Wall, Over Ground Utility as instructed by Employer. X, Y, Z co-ordinates of all spot/ground points shall be provided in CSV file with point numbers and feature coding. Z co-ordinates are to be taken with due care and indicated accordingly.
- Collection of Hydrological Data for all rivers, streams etc. crossing the proposed HSR alignment/ROW. The data shall include but not limited to H.F.L., Rainfall data, discharge etc. The data shall also be collected in respect of nearby existing bridges including bridge length, span arrangement etc. In case of any dams nearby, the relevant data of the dam shall also be collected.
- Collection of Geotechnical Data from the concerned authorities for the work executed for existing/proposed/under-construction bridges, viaduct etc. in vicinity of the proposed HSR alignment. The data shall include but not limited to Borelogs, lab test results, in-situ test reports, interpretative reports etc.
- Collection of Topo-sheets, Geological Maps, GADs of existing/proposed/under-construction bridges from the concerned departments.
- Collection of future plans for roads (2-lane and above), Indian Railways, DFCCIL, Inland Waterways etc.
- Collection of Data required for preparation of Cost Estimate of the HSR project including source of construction material etc.
- Any other details which the Contractor may feel important and or as instructed by Employer.
I’ve never heard of Highway Engineering Magnitude Consortium or any of the other firms beyond NHSRCL’s tendering process, so I hope NHSRCL is able to derive quality data from this exercise.

Can you make a list of all the surveys involved before going to tendering stage. It’s confusing hearing separate surveys like ridership, feasibility, alignment, etc instead of one DPR. Thanks.

Do you see a strategy in NHSRCL issuing out so many packages for such feasibility studies?
8 package each for 7 routes = 56 low value contracts..
Strategy? OR Method in madness?
From a resource standpoint – think it’s silly. Ideally each line’s DPR prep should be one package resulting in no more than 7 contracts.
Although I think part of the reason for them adopting this method could be to generate buzz around HSR, and socialize its importance and benefits which they’ve been doing a good job with on social media. Marination takes time and these little contracts have definitely spawned more discussion – which is great!

Please provide the rail route and survey status of prescribed varansi – Howrah bullet train . I want that whether my land 1.5 kms from Aiims , Patna towards janipur. Under phoolwari anchal.
Please help with the line diagram or Company Name performing Survey for Hyderabad to Mumbai Corridor. I have my land in Nadigaon Village SY. No 252, 258 & 303 will this gets impacted??? How can I find out please guide
