Mumbai Coastal Road – Information & Status

29.80 km Mumbai Coastal Road Project (MCRP) is a partly operational access-controlled expressway with a route connecting Princess Street Flyover at Marine Drive in South Bombay with Kandivali in the northern suburbs.

The project’s 10.58 km Phase 1 (southern section) is under construction between Marine Drive and Bandra Worli Sea-link by BMC/MCGM. It comprises of an 8 lane road reclaimed from the sea, bridge on stilts, elevated road, twin-tunnels under Malabar Hills, new green spaces, sea wall / break water wall and multiple interchanges for traffic dispersal.

The project’s foundation stone was laid in December 2018. In March 2024, southbound lanes from Worli to Marine Lines became operational. The entire expressway is expected to be opened by December 2024.

The project’s roughly 19 km Phase 2 (northern section) will connect Bandra with Kandivali. In January 2022, APCO Infratech – Webuild JV was awarded a roughly Rs. 9,000 crore contract by MSRDC for the 9.6 km Versova – Bandra Sea Link (VBSL) project’s construction.

The coastal road project seeks to create large patches of open green space, a rarity in Mumbai. About 90 hectares will be reclaimed for the project of which 70 hectares will be landscaped to provide cycle tracks, promenades, amphitheaters, children’s play areas and other recreational space.

The project’s Phase 2 involves constructing a 19.22 km northern extension between Bandra – Versova – Kandivali comprising of a 9.6 km Bandra-Versova Sea Link with connectors to Bandra (1.17 km), Carter Road (1.80 km) and Juhu Koliwada (2.80 km). Its Detailed Project Report was prepared by Louis Berger.

Package 1

Scope: Priyadarshani Park to Baroda Palace (3.82 km)
Lanes: 8 lanes
Contractor: Larsen & Toubro (L&T)
Contract Value: Rs. 7,489 crore (P1 and P4)
Status: Partially Operational (Southbound lanes)

Note: Haji Ali interchange will be a multilevel interchange inside Haji Ali bay providing connectivity to Khan Abdul Gaffar Khan Road.

Package 2

Scope: Baroda Palace near Haji Ali to the Worli end of Bandra Worli Sea Link (2.23 km)
Lanes: 8 lanes
Deadline: 48 months (4 years)
Contractor: HCC – HDC JV (Hindustan Construction Company – Hyundai Development Corporation)
Contract Value: Rs. 2,126 crore
Status: Partially Operational (southbound lanes)

Package 4

Scope: Princess Street Flyover to Priyadarshani Park (3.93 km) with twin 1920m tunnels under Malabar Hills
Lanes: 6 lanes (2 x 2 lanes + 1 emergency)
Contractor: Larsen & Toubro (L&T)
Contract Value: Rs. 7,489 crore (P1 and P4)
Status: Partially Operational (southbound lanes)

Note: Tunneling work for the south-bound tunnel started in January 2021 and a breakthrough was achieved in January 2022. Tunneling for the north-bound tunnel was completed in May 2023.

Tunneling was carried out by TBM Mavala – the largest tunnel boring machine to be deployed in India. This CRCHI slurry machine with a diameter of 12.19m operated 25 meters below the surface at Girgaum and 75 meters below Malabar Hill.

Current Status

Southbound lanes of the project from Worli to Marine Drive were opened on March 11, 2024. Here are some videos:
