STUP Wins Thane Metro’s Design Consultant Contract DDC-01

STUP Consultants Pvt. Ltd. on Thursday was declared as the lowest bidder for the first Detailed Design Consultant (DDC) contract of the 29 km Thane Metro project by Maharashtra Metro Rail Corporation Ltd. (MMRCL or MahaMetro).

Thane Metro is officially known as Thane Integral Ring Metro Project and will consist of 22 stations (20 elevated & 2 underground). The project was approved for construction in August by the Central Government’s Cabinet with a 2029 deadline and estimated total cost of Rs. 12,200 crore.

The scope of Thane Metro’s first DDC contract (Package DDC-01) includes providing design services for 6 elevated stations on the northern-end of the line located at Dr. Kashinath Ghanekar Natyagraha, Manpada, Dongripada, Vijay Nagari, Waghbil and Waterfront.

MahaMetro had invited bids for this contract in early August with a Rs. 3.82 crore estimate and 36 month deadline. Technical bids were opened in August-end to reveal 5 bidders and evaluation was quickly completed within just a week.

I expect MMRCL to appoint another 3 DDCs for Thane Metro – 2 for the rest of its elevated section and 1 for its roughly 3 km underground section.

Coming back to DDC-01, STUP’s bid of Rs. 1.35 crore was 64.6% below MMRCL’s Rs. 3.82 crore estimate so a contract should be awarded in the coming weeks without a long financial bid evaluation period unless MMRCL’s doubts STUP’s execution capability from a financial perspective with such a low-ball offer. The difference between their bid and the next lowest bidder (LKT) is staggering.

If and when awarded STUP’s role will include, but is not limited to, producing and proposing alternate designs of all civil, architectural, building services, electrical and mechanical (E&M) works.

With the fast pace Thane Metro project is now progressing at, I expect the first civil tender notice for station works to be published in Q2 2025. Prior to that we might see a tender notice for the construction of an elevated viaduct connecting these stations as early as Q4 2024.

    STUP has design offices in Mumbai and Thane areas, they are not having many design works on hand. It has been taken over by new Adminstration.
    These may be pivotal criteria for this aggressive bid.

    It is not longer the STUP we know. Since it’s acquisition in July 2021 by Assystem, the new management has driven away most of the experienced people at higher ranks because they were “not Yes Men”. Them getting this contract will now be a nightmare to their Project Managers for budgetary restrictions.
