MMRDA Re-invites Bids for Mumbai Metro’s Line-4 and Line-2B

The Mumbai Metropolitan Region Development Authority (MMRDA) on Sunday published two seperate notices re-inviting bids from infrastructure firms for constructing Mumbai Metro’s 32.32 km Line-4 (Wadala – Ghatkopar – Mulund – Thane – Kasarvadavali) and the 11.007 km eastern section of Line-2B (Bandra Kurla Complex – Chembur – Mandale).

This development comes three months after the first round of bidding got scrapped when the lowest bids received were 19% to 27% higher than the MMRDA’s estimates. The MMRDA then immediately clubbed Line-2B’s 12.714 km western section (DN Nagar – Bandra West – BKC) into one big package and re-invited bids for which Simplex Infrastructures emerged as the lowest bidder last week.

In the new second round, the MMRDA has not clubbed packages together, but instead increased their estimates by only 2-4% while retaining the same scope of work, so it’ll be interesting to see how the firms respond especially since their internal calculations were collectively way higher in the first round. For comparison, I’ve added the old and new estimates beneath each package’s scope below.

Line-2B’s BKC – Chembur – Mandale Section (Shown in Blue)

• Package CA-06 – Viaduct from MTNL Metro to Chembur with 6 stations
Scope: Part design and construction of elevated viaduct and 6 elevated stations viz. MTNL Metro, SG Barve Marg, Kurla Terminus, Kurla East & Chembur (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 46749.923 m to 52665.359 m.
Old Estimated Cost: Rs. 461.45 crore
New Estimated Cost: 483.054 crore

• Package CA-07 – Viaduct from Diamond Garden to Mandale (Depot) with 6 stations
Scope: Part design and construction of elevated viaduct and 5 elevated stations viz. Diamond Nagar, Shivaji-Chowk, BSNL Metro, Mankhurd, Mandale (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 52665.359 m to 57757.000 m.
Old Estimated Cost: Rs. 404.31 crore
New Estimated Cost: Rs 420.08 crore

• Package CA-08 – Viaduct from Wadala to Amar Mahal Junction with 6 stations
Scope – Part design and construction of elevated viaduct and 6 elevated stations viz. Bhakti Park Metro, Wadala TT, Anik Nagar Bus Depot, Suman Nagar, Siddarth Colongy and Amar Mahal Junction (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage -450 m to 5844.038 m.
Old Estimated Cost: 519.36 crore
New Estimated Cost: Rs. 531.82 crore

• Package CA-09 – Viaduct from Garodia Nagar to Surya Nagar with 7 stations
Scope – Part design and construction of elevated viaduct and 7 elevated stations viz. Garodia Nagar, Pant Nagar, Laxmi Nagar, Shreyas Cinema, Godrej Colony, Vikhroli Metro & Surya Nagar (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 5844.038 m to 12250.746 m.
Old Estimated Cost: Rs. 546.08 crore
New Estimated Cost: Rs. 558.77 crore

• Package CA-10 – Viaduct from Gandhi Nagar to Sonapur with 6 stations
Scope – Part design and construction of elevated viaduct and 6 elevated stations viz. Gandhi Nagar, Naval Housing, Bhandup Mahpalika, Shangrila & Sonapur (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 12250.746 m to 18935.299 m.
Old Estimated Cost: Rs. 535.07 crore
New Estimated Cost: Rs. 548.31 crore

• Package CA-11 – Viaduct from Mulund Fire Station to Majiwada with 7 stations
Scope – Part design and construction of elevated viaduct and 7 elevated stations viz. Mulund Fire Station, Mulund Naka, Teen Haath Naaka (Thane), RTO Thane, Mahapalika Marg, Cadbury Junction & Majiwada (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 18935.299 m to 25035.251 m.
Old Estimated Cost: Rs. 529.67 crore
New Estimated Cost: Rs. 541.75 crore

• Package CA-12 – Viaduct from Kapurbawdi to Kasarvadavali with 6 stations
Scope – Part design and construction of elevated viaduct and 6 elevated stations viz. Kapurbawdi, Manpada, Tikuji-Ni-Wadi, Dongari Pada, Vijay Garden & Kasaradavali (Excluding Architectural finishing & Pre-engineered Steel roof Structure of stations) from chainage 25035.251 to 31872.088 m.
Old Estimated Cost: Rs. 547.63 crore
New Estimated Cost: Rs. 561.17 crores

The last date for submitting bidding documents is 6 pm on January 1, 2018 and if no delays arise due to the bidders requesting for design clarity or more time to prepare, then the bids will be opened & evaluated for eligibility on January 3 at 11 am.

    Dear TMRG, Is there any change in Simplex recent awarded contract ? Line 2B – ESIC Ngr to ILFS ?
    Is it final as simplex emerged as lowest bidder or any update in this regard

      MMRDA Executive Committee’s approval is pending for awarding Simplex with that section’s contract. I’ll tweet and a note in my original Simplex post, whenever the contract is awarded.

    1) How are they going to build a metro line above existing monorail line (line 4 near bhakti park monorail station) ?
    2) the metro should have been brought till Dadar via existing eastern express highway and continued till CST. But they are taking it to Wadala which is very less populated area and (in future) continuing along Eastern freeway where CST Panvel fast corridor is planned.
    3) Line 4 should have been connected to line 1, it would have benefitted people a lot more.
    4) This is my imagination,
    Instead of Line 3 and line 4 running parallel to each western and central railway respectively,
    Line 3: Colaba- Mahim – BKC- Kurla- Thane- Kasarwadavli
    Line 4: CST- Dadar- Sion- BKC- Airport – SEEPZ
    Line 2: Dahisar- Bandra- Mahim- Sion- Suman Nagar- Mandale

    What is the alignment of line 4 in Thane? Can’t figure out if it’s going to be the median line of EEH and GB Road because of flyovers. If it’s on the service road on the north bound wing then it’s too close to comfort for large commercial establishments.

    Could you please clarify who the Competent Authority & Appellate Authority in terms of the Metro Rail Act 1978 (extended to Mumbai CIty) is? Especially for Metro Lines 2A, B and 4.
