3 Bidders for Mumbai – Ahmedabad HSR’s Package C4

India’s National High Speed Rail Corporation (NHSRCL) today received 3 bids to construct the 237.1 km Package C4 of the 508.17 km Mumbai – Ahmedabad High Speed Rail (MAHSR Bullet Train) project which’ll connect both cities through 12 stations at an estimated cost of Rs. 1.1 lakh crore (US$15 billion).

Package C4 is the longest civil package of the main-line and runs elevated from Zaroli Village on the Maharashtra – Gujarat border to Vadodara Station through 4 stations at Vapi, Bilimora, Surat and Bharuch in Gujarat.

NHSRCL invited tenders (bids) for its construction, financed by Japan International Cooperation Agency (JICA), on March 15, 2019 and estimates it to cost Rs. 20,000 crore.

Bidders:

  • Afcons Infrastructure Ltd. – Ircon International Ltd. – JMC Projects India Ltd. JV
  • Larsen & Toubro Ltd. (L&T)
  • Tata Projects Ltd. – J Kumar Infraprojects Ltd. – NCC Ltd. JV

The bids have now been sent for technical evaluation, which for a package of this size can take half a year to an entire year to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor.

Scope: Design and Construction of Civil and Building Works including Testing and Commissioning on Design Build Lump Sum Price basis for Double Line High Speed Railway involving Viaducts, Bridges, Maintenance Depots, Tunnel, Stations (Vapi, Bilimora, Surat and Bharuch), and Surat Depot between Zaroli Village at Maharashtra-Gujarat Border and Vadodara from MAHSR Km. 156.600 to MAHSR Km. 393.700, excluding Works for 04 No. PSC Bridges and 07 No. Steel Truss Bridges, in the State of Gujarat.

This is the second package of the main-line for which bids have been opened. Back in July, NHSRCL did not receive a single bid for the 20.377 km underground Package C2 between Mumbai’s BKC Station and Shilphata, Thane. From what I’ve gathered, bids for it will be re-invited but this time allowing Indian firms to bid by themselves as opposed to requiring a Japanese partner in a consortium.

This Friday, NHSRCL plans to open bids for the 87.569 km Package C6 which will connect Vadodara with Ahmedabad through one station at Anand-Nadiad, so expect a similar post on that evening.

NHSRCL plans to acquire 1396.37 hectares of land for the project of which 955.9 hectares is in Gujarat, 431.51 hectare in Maharashtra, and 8.96 hectare in the Union Territory of Dadra Nagar Haveli. Per VK Yadav – Chairman and CEO of the Railway Board, who spoke with the Indian Express earlier this month, 82.17% acquisition was completed in Gujarat, 79.57% in Dadra Nagar Haveli and 23.21% in Maharashtra.

    Finally, Finally some good news about the India’s 1st High Speed Rail Line. Well TMRG,
    1) is the land acquisition of this package is been completed or not?
    2) and I heard that Japan’s Kawasaki Industries have made a Technology transfer with BHEL, to procure E5 Series Rolling Stock. Is it true?

      Hi, I don’t have package-wise land acquisition data. From what I know, the MoU was for manufacturing stainless steel metro coaches.

        Personally I love E5 series bcoz, they have unique design and incredible speeds.I hope that we will get our Shinkansen E5 series trainsets. If does,India will be the 2nd foreign country and 1st south Asian country for Japan to export the Shinkansen trainsets after Taiwan.

    It’s mentioned technical bid evaluation will take 0.5-1 yr, shouldn’t this time be matched with land acquisition status. Now almost 85% land acquired and technical bid review is gonna waste time?

      Technical bid evaluation is a significant component of the tendering process. Otherwise you’d see random companies submit financial bids, perhaps even with a malicious intent. This step can’t be scrapped, but surely can be sped up.

        Yup, technical review is a must but what I meant was this review process completion should have been matched with completion of 80% land acquisition. There seems to be mismatch in planning LA & physical work start. Let’s hope it doesn’t take more than 6 months for work to start instead of another year.
