8 Bidders for Mumbai – Ahmedabad HSR’s Package P4 X & Y
Besides Package C6, India’s National High Speed Rail Corporation (NHSRCL) today also received 8 bids to fabricate and install 28 steel truss bridges on the 508.17 km Mumbai – Ahmedabad High Speed Rail (MAHSR Bullet Train) project which’ll connect both cities through 12 stations at an estimated cost of Rs. 1.1 lakh crore (US$15 billion).
Per NHSRCL, an estimated 70,000 MT of steel will be used for the fabrication of these 28 steel bridges and they’ve already sensitized the steel industry to cater such a huge demand for the India’s first High Speed Rail corridor.
NHSRCL had invited tenders (bids) for this package on February 24, 2020 under two lots, X and Y, for steel truss bridges of various sizes over roads, highways and railway crossings across Maharashtra and Gujarat. Its estimated value and period of completion are unknown at this time – I’ll update this section when I become aware.

MAHSR P-4(X) Scope: Procurement, Fabrication, Check-Assembly and Painting at workshop and Transportation to various Bridge Sites of Steel Truss Superstructure along with bearings for 14 Nos. (GADs 66, 69, 2, 58, 8, 1134, C5-2, C5-3, 25, 28, 1967, 32, 42 and Laundry) of Bridges for High Speed Rail Corridor for crossing over Roads / Rivers / Railways / other structures for the Project for Construction of Mumbai-Ahmedabad High Speed Rail.
MAHSR P-4(Y) Scope: Procurement, Fabrication, Check-Assembly and Painting at workshop and Transportation to various Bridge Sites of Steel Truss Superstructure along with bearings for 19 Nos. (GADs 65, 1, 57, 67, 3, 6, 68, 12, 61, 14, 15, 62, C5-1, 27, 31, 37, 2357-3, 54 & 55 and Diesel Shed) of Bridges for High Speed Rail Corridor for crossing over Roads / Rivers / Railways / other structures for the Project for Construction of Mumbai -Ahmedabad High Speed Rail.
The bids for both lots have now been sent for technical evaluation which can take about half a year to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor.
Per P4’s tender document, a bidder could have applied only for one of these cases:
- Case 1: For one package only, however, Bidder shall submit single Technical Bid and separate Price Bid for both P-4(X) and P-4(Y) packages,without any preference
- Case 2: Both P-4(X) and P-4(Y) combined and individually without any preference.
The entire bullet train project has a total of 6 such bridge packages – P1A, P1B, P1C, P2, P3, and P4. P1 is like P4 and consists of bridges strewn across the main-line’s alignment, while P2 and P3 are dedicated for bridges over NH48 in Navasari District. Tender notices for all of these are still pending.

Sorry, I have a long list of questions about the complete project. I will throw them all here, maybe you have answers for some / all of them..
Is there a detailed alignment drawing already out for the public to see? I can see only straight lines between cities in most of the maps when I Google..
Is the alignment along the Mumbai-Vadodara and Vadodara-Ahmedabad expressways? I guess that would have saved a lot of cost and time during the land acquisition..
The last post saw bids for 3 out of the 6 C1-C6 packages being opened. I thought there were only these 6 packages.. But by this post, I can see that there are 6 more packages (P1 A/B/C, P2, P3, P4). Are there any more packages for civil construction, or only these 12 (like suspension bridge or something else somewhere)?
I guess the above packages cover only for civil works (stations, viaducts and tunnels). The remaining bids for track / electrical and other works will be invited only after civil works start, right? Will these be open for Indian companies, or only for Japanese companies (because of the availability of tech)?
Will there be some specific speed limit inside the cities? This is the case (the max speed limit for Shinkansen in Tokyo city is 110km/h, I think because of noise levels)..
1) Haven’t seen a detailed alignment either. It’s still under finalization in Maharashtra due to pending land acquisition, so anything you see (even if detailed) is purely indicative at this time.
2) No idea if it’s right along or on the median of the expressways. If I had to guess, it’s not.
3) As far as civil structures go, there are 8 for the main-line, 6 for special bridges and then two more (D1 & D2) for depots at Thane and Sabarmati, and then three (TI1, TI2, TI3) for training institute buildings, training lines and lodging.
4) Yup, system tenders will be invited at a later stage as it typically happens. Not sure of the exact requirements. The bidding documents should have more info, so let’s see when it comes out.
5) Yup, speed will definitely be restricted within cities. Not sure what figure that’ll be though.

What is the status of Mysore-Chennai high speed rail?
The route have just finalized, so this route will not be execute anytime soon. The Construction of this line will start only after the opening of Mumbai Ahmedabad High Speed Rail
Who is the Consultant for the MAHSR high speed line to Construct it with at per the standard of high speed rail system ?

Mumbai BKC will be only Underground station for the High Speed Rail Project
Indian transport segment will see an introduction of more advanced technology during implementation of this prestigious project with help of JICA funding. Time line will be very important aspect . Is there any regulation vide which the contractors would be asked to use good and efficient technology equipment’s during construction stage for quality construction and timely completion. Going by the trend , Indian contractors are likely to cut corners by sourcing cheap Chinese technology equipment’s . Is NHSRCL and project consultant having any policy and strategy to discourage contractors using china origin equipment’s .
What is status of package P2 and P3? And why do P2 and P3 exist, as in why not they part of P1c?
