IRCON Wins Delhi – Meerut RRTS’ Electrification Package 19

Indian government-owned IRCON International Ltd. on Friday evening emerged as the lowest bidder for the 82.15 km Delhi – Meerut RRTS Line‘s Package 19 involving 25kV AC overhead equipment (OHE) electrical supply works, after officials from the National Capital Region Transport Corporation (NCRTC) opened financial bids submitted by different firms.

NCRTC invited bids in January from firms in 2 lots (sub-packages) – the first from Sarai Kale Khan to Duhai EPE and the second from Duhai EPE to Modipuram. They opened technical bids in June to reveal 7 firms had submitted a total of 11 bids. During technical bid evaluation, Tata Project’s bid for Lot-1 and Linxon’s bid for Lot-2 were rejected and as such their financial (price) bids were not opened.

NCRTC’s estimate for both lots is unknown. I’ll add it in here when available.

If no issues arise during financial evaluation, then IRCON International will go on to be awarded with Package 19’s contract in the coming weeks. They will be required to complete all work – from design to supply to installation to testing to commissioning – in 1,523 and 1,642 days (approximately 4.5 years) respectively from the letter of award.

    4.5 years is too far off in the horizon. A 300-odd crore job and 4.5years!!…such tasks should get completed in flat 30month’s (2.5yrs) time…nothing more

    i do understand that work is executed in a particular sequence: civil works (viaduct) must get completed before the rails can be laid; OHE wiring is done after rails are laid.

    …still 4.5yrs is like giving too much slack, the whole idea behind project management is to commission the project as soon as possible. NCTRC project management team got to answer some tough questions..

      Dear K, the main event is complection, T&C of Viaduct. The lay down testing and commissioning of power cables and interface with other systems takes time and it’s time consuming. PSY in Viaduct is where SIL is involved, hence all situations are to be taken care specially in Viaduct.
      Always the power supply is at the end, taking care of ALARP principal on safety. Hence, the time allocated of 4.5 yrs is reliable for PSY system.
      The whole idea behind project management is not to complete project as soon as possible, but to commission the project successfully in a time manner taking care of all safety aspects into account.
