27 Bidders for Delhi Dehradun Expressway Phase 2’s Packages 2 & 3

27 firms have submitted a total of 49 bids to construct 2 civil packages of the 210 km Delhi – Dehradun Expressway‘s 119 km Phase 2 (EPE – Saharanpur) section after National Highway Authority of India (NHAI) opened technical bids today.

This 6 lane greenfield expressway will be developed in 4 phases. Financial bids for its 32 km Phase 1 (Akshardham in Delhi to Eastern Peripheral Expressway) were opened in December 2020 to reveal Gammon India and Gayatri Projects as the lowest bidders for its two packages.

Its 119 km Phase 2 lies within Uttar Pradesh and connects the Eastern Peripheral Expressway near Baghpat with Saharanpur Bypass through 4 civil packages ranging from 25.5 to 37 kms.

NHAI had invited bids for all 4 packages in January – each with a 2 year construction deadline. The opening of Package 1 (EPE – Lohadda) and Package 4 (Khyawari – Saharanpur Bypass)’s technical bids has been pushed to March 23, so unless it’s postponed again, expect me to publish a similar post on that evening.

Package 2 (Lohadda – Karaunda Mahajan)

Brief Scope: Development of 6 lane access control greenfield highway of Delhi Saharanpur Dehradun economic corridor under Bharatmala Pariyojana from Design Chainage 27.000 Vill Lohadda to Design Chainage 56.500 Vill Karaunda Mahajan in UP on EPC Mode (Package-II)

  • Length: 29.5 km
  • Bidders: 26

Package 3 (Karaunda Mahajan – Khyawari)

Brief Scope: Development of of six lane access control greenfield highway of Delhi-Saharanpur-Dehradun EC under BMP from Design Chainage 56.500 (Vill-Karaunda Mahajan) to Design Chainage 82.000 (Vill-Khyawari) in UP on EPC Mode (Package-III)

  • Length: 25.5 km
  • Bidders: 23

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor for each package.

    Well noted on Phase-2 info.

    Is it confirmed that phase-3 (40kms Saharanpur bypass to Ganeshpur) will be upgraded to 6lanes?

      Haven’t seen an official source, but last read – it was / is being upgraded to 4 lanes. I believe they might upgrade it to match Phase 2 and 4 on either side.

      Phase 4 will be a mix of 4/6 lanes.

        My take: This DDE project is all about 118km green-field phase-2. Once ph.2 is complete, the politicos (Modi, Gadkari et al) will declare victory that now one can travel in about 2hrs from Delhi to Dehradun..phase-3 is a done deal already..

        Phase 1: There is no way that 32km x 12lane section (with 18km elevated stretch) will be competed in 2years…how long has Delhi-Meerut Phase-2 taken?..5yrs+ & counting.

        Phase 4: Tunnel in the Himalayan foothills with Wildlife under-pass, no chance of getting completed in 2yr (as per Gadkari’s prophecies)…has anyone seen the DPR? No wonder, the tender hasn’t been called out yet..

        Nevertheless, to be able complete 118km phase-2 in 2-3years will be nothing short of an achievement.

        The best the govt can do is to award all the contracts asap. Phase-1 & 4 will take it’s own course of time to complete…may go until 2025.

        btw, have you seen the alignment (.kml file) of phase-1?..through the congested East-Delhi neighborhood.

    Govt. is ignoring the Kharagpur-Silliguri Expressway
