Bids Invited for Hyderabad Regional Ring Road’s DPR Work

National Highways Authority of India (NHAI) earlier this month invited tenders for consultancy services to prepare a Detailed Project Report of the northern half of Hyderabad’s 340 km Regional Ring Road Expressway project.

This new expressway in Telangana will be developed in 2 parts under the government’s Bharatmala Pariyojana Phase-I program at an estimated cost of Rs. 17,000 crore. Telangana Government plans to bear 50% of its land acquisition cost and allocated Rs. 750 crore towards it in its 2021-2022 budget.

Brief Scope: Proposals are hereby invited from eligible Consultants for preparation of Detailed Project Report of consultancy services for preparation of DPR for development of Northern portion of Hyderabad Regional Ring Road Expressway under Bharatmala Pariyojana Phase-I in the State of Telangana.

The following route map is indicative and dated. The expressway’s alignment will be roughly 30 km away from the operational 158 km Outer Ring Road (ORR).

This greenfield expressway will be access-controlled with 4 lanes to begin with, but we’ll have to wait and see what the DPR recommends.

Northern half with a length of approx. 182 km is estimated to cost Rs. 9,500-crore and will connect Sangareddy, Narsapur, Toopran, Gajwel, Yadadri, Pragnapur, Bhongir and Choutuppal.

Southern half with a length of approx. 164 km is estimated to cost Rs. 6,480-crore and will connect Choutuppal, Ibrahimpatnam, Kandukur, Amangal, Chevella, Shankarpally and Sangareddy.

The Telangana government’s Socio-Economic Outlook for 2021, released in March 2021, states the expressway “will provide the much needed road link for farmers to sell their produce, and help small, micro and medium enterprises to set up cold chains, agro-processing units, IT parks, and new townships.

    300 days = 10months, starting June’21, the DPR will be available by March ’22 (earliest); then approval by SG/CG will take few months more. How will SG purchase land (spend that 750cr) in this fiscal ending March’22? OR can they initiate land acquisition (LA) prior approval? …does any “provisional approval” mechanism exist to expedite the LA process?

      DPR will go through its typical cycle of revisions (draft -> finalization) as it gets socialized with different stakeholders. I don’t see the state government approving this prior to 2023. Land acquisition isn’t my forte, but typically starts after SG approves.
