29 Bidders for Delhi Dehradun Expressway PH2’s Packages 2 & 3

29 firms have submitted a total of 55 bids to construct civil packages 2 and 3 of the 210 km Delhi – Dehradun Expressway‘s 119 km Phase 2 (EPE – Saharanpur) section after National Highway Authority of India (NHAI) opened technical bids today.

This 6 lane greenfield expressway will be developed in 4 phases. Financial bids for its 32 km Phase 1 (Akshardham in Delhi to Eastern Peripheral Expressway) were opened in December 2020 to reveal Gammon India and Gayatri Projects as the lowest bidders for its two packages. While Gayatri has started work on Package 2, NHAI has re-invited bids for Package 1 – see details at the bottom of this post.

The expressway’s 119 km Phase 2 lies within Uttar Pradesh and connects the Eastern Peripheral Expressway near Baghpat with Latifpur village at the Saharanpur Bypass through 4 civil packages ranging from 25.5 to 37 kms.

NHAI had invited bids for all 4 packages in January – each with a 2 year construction deadline. Originally 27 bidders had submitted 49 bids to build Packages 2 & 3, but NHAI cancelled the tender in April without offering a reason and shortly re-invited bids.

Package 2 (Lohadda – Karaunda Mahajan)

Brief Scope: Development of 6 lane access control greenfield highway of Delhi-Saharanpur-Dehradun economic corridor under Bharatmala Pariyojana from Design Chainage 27.000 (Vill-Lohadda) to Design Chainage 56.500 (Vill-Karaunda Mahajan) in UP on EPC Mode (PKG-II)

  • Length: 29.5 km
  • Bidders: 28

Package 3 (Karaunda Mahajan – Khyawari)

Brief Scope: Development of of 6 lane access control greenfield highway of Delhi-Saharanpur-Dehradun economic corridor under BP from Design Chainage 56.500 (Vill-Karaunda Mahajan) to Design Chainage 82.000 (Vill-Khyawari) in UP on EPC Mode (PKG-III)

  • Length: 25.5 km
  • Bidders: 27

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor for each package.

Bid submission deadline for the Delhi section (Phase 1)’s Package 1 connecting Aksardham to Delhi-UP Border is coming up on June 3, so expect a similar post the next day, when technical bids are opened, unless the deadline is pushed back.
