5 Bidders for 2nd Zoji La Tunnel’s DPR Consultant Contract

May 3, 2023 Original Post: 5 consulting firms have submitted bids to prepare a Detailed Project Report (DPR) for 13.14 km Zoji La Tunnel’s 2nd tube after National Highways and Infrastructure Development Corporation (NHIDC) opened technical bids on Tuesday.
This project on NH-1 will connect Ganderbal in Jammu & Kashmir (J&K) and Drass in Ladakh at a height of 11,575 feet (3,528 m) above sea level. The project aims to ensure all-weather connectivity between Srinagar, Sonmarg and Kargil in Ladakh.
NHIDC had invited tenders for this consultancy contract in January 2023 with an unknown estimate and 300 day completion deadline.

The bids have now been sent for technical evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely consultant.
The 1st tunnel or tube’s foundation stone was laid in May 2018 by Prime Minister Narendra Modi. Its civil construction contract was originally awarded to Infrastructure Leasing & Financial Services (IL&FS) which went bankrupt. In 2020, NHIDCL re-tendered the project and awarded its contract to Megha Engineering & Infrastructure (MEIL).

why is the work being undertaken in a piecemeal basis. why wasn’t both the tunnel tubes tendered out simultaneously?
The zojila tunnel, which was originally proposed to be a single tube and a bi-directional tunnel was expected to cater the requirement of the traffic discharge through the stretch for the vehicles travelling to and fro between J&K and Ladakh. The project comprises of two more twin tube tunnels namely Nilgrar-I and II respectively, 3 major structures (1 viaduct and 2 MJBs) and some 4-lane highway portion (new alignment). Z-morh tunnel, which also precedes the stated project from kashmir end was completed recently, which along with the zojila tunnel was the only major project in terms of tunneling in the stretch. The survey indicated that the geology around the baltal region and zojila formation is treacherous, which is why the tunnel underwent several realignments. Subsequently, new surveys were carried out and new funds allocated after Mr. Nitin Gadkari’s visit, and now this new development is seen.
