NCC – JKIL JV Wins Mumbai’s GMLR Tunnel Contract

July 29, 2023 Original Post: NCC – J Kumar Infraprojects JV on Friday was declared as the lowest bidder among 3 for constructing 4.7 km twin tunnels of the 12.20 km Goregaon-Mulund Link Road (GMLR) project.
This tunnel project by Brihanmumbai Municipal Corporation (BMC) will form an east-west link under Sanjay Gandhi National Park (SNGP) and connect Film city in Goregaon and Khindipada in Mulund. Its Detailed Project Report (DPR) and alignment options were prepared by PADECO India.
The entire GMLR project connecting Western Express Highway (WEH) with Eastern Express Highway (EEH) is divided into 4 phases.
The underground section (Phase III) will be built using 2 mega tunnel boring machines (TBMs) with a diameter of around 13m and the cut and cover (C&C) method will be utilized for constructing a 1.6 km box-tunnel near Film City.
BMC had re-invited tenders for the tunnels’ construction in October 2022 with a Rs. 6,237 crore estimate. Technical bids were opened earlier this month to reveal 3 bidders.

NCC – J Kumar’s bid of Rs. 6301.08 crore is negligibly above (1.02%) BMC’s estimate of Rs. 6237 crore, so a contract should be awarded in the coming weeks without a long financial bid evaluation period.
GMLR project is estimated to cut down the travel time between Mulund and Goregaon from over an hour (depending on day & time) to 20 mins. This will be the second tunnel project under SGNP after the 11.84 km Thane – Borivali twin tunnel project further up north.
