Navayuga Wins Mumbai Eastern Freeway’s Thane Extension Contract

Navayuga Engineering Company Ltd. (NECL) on Friday was declared as the lowest bidder to construct a 12.955 km extension of Mumbai’s 16.8 km Eastern Freeway to Thane, Maharashtra by Mumbai Metropolitan Region Development Authority (MMRDA).

This 6-lane elevated road project will connect the Eastern Freeway’s existing northern terminal of Chedda Nagar with Anand Nagar in Mulund East. I must stress, the scope of this project ends at the border of Mulund & Thane (view on Google Maps), and it does not extend to Anand Nagar’s namesake located 15 kms further north in Thane West.

The elevated road will pass through Ramabai Nagar’s slums (to be redeveloped by MMRDA & SRA) and then join the Eastern Express Highway (EEH).

It will feature an elevated 6+6 lane toll plaza (south of the existing Navghar Flyover) and an interchange at Kopri with the upcoming 13.45 km Thane Coastal Road project whose construction contract was also won by Navayuga Engineering Company on Friday.

MMRDA had invited bids for this project’s construction in June 2024 with a Rs. 2560.61 crore estimate and 4 year deadline including 2 year defect liability period (DLP). Technical bids were opened on July 15 to reveal 3 bidders out of which Afcons Infrastructure’s bid was found technically non-compliant to the tender’s conditions and was disqualified.

Tata Consulting Engineers (TCE) was appointed as the project’s Peer Review Consultant and helped MMRDA evaluate bids.

Navayuga’s bid of Rs. 2760 crore was 7.78% higher than MMRDA’s estimate, which is negligible when it comes to Mumbai projects, so a contract should be awarded in the coming months without a long financial bid evaluation period.

North of Anand Nagar, the freeway will be extended by 8.24 km to Saket. Its construction is part of a separate contract for which J Kumar Infraprojects on Friday was declared as the lowest bidder – see details & project information.

    Am I wrong or this follows the alignment of the Eastern Expressway and not Eastern Freeway in the image? It doesn’t even connect the current northern end of Eastern Freeway.

      From the current northern-end, it will extend through Ramabai Nagar slums for ~1.5 km (shown in magenta) and then the rest will follow EEH.

    Is the Eastern Freeway going to be fully elevated from orange gate to thane after the extension is completed. ? Coz in chennai NHAI is constructing a fully elevated highway from chennai port to maduravoyal on its outskirts a distance of 23 kms. And now tenders have been issued for another 23 kns of elevated highway of 23 kms from maduravoyal to sriperumbudur, to link it with the new chennai-bangalore expressway. Fantastic connectivity and a lesson to MMRDA.

    Why can’t the Eastern Freeway be without Toll ? Why to lower it before Mulund & after Toll to be Extended upto Saket in Thane. Will this Freeway be also connected to the Airoli Katai Freeway which will have access upto Kalyan & Beyond ?
    If so it would be a Great Connectivity.
    Toll to be charged only beyond Mumbai, Thane Navi Mumbai & MMR Region. The City limits to be Exempted..

    That 1.5 KM extension doesnt seem to help much, apart from reducing some traffic on Chheda Nagar signal. If this was the case, frankly they could have not built the Chhedda Nagar flyover and built this 1.5 KM connector instead.with an arm connecting the Mankhurd link road to this. They should have atleast taken it ahead till Godrej and merged there, before the Vikhroli flyover. Easter Express is going to be a mess for years now.

    Is there any timeline provided for construction in the tender document?
    I am guessing this will cause massive traffic jams on EEH during construction,
    Any information about EEH span? Is it going to be above the existing road or on either side of the same? In the Mangroves / Godrej area?
