14 Bidders for Jamnagar – Bharuch Expressway’s DPR Consultant Contract
14 firms have submitted bids to prepare two Detailed Project Reports (DPR) for the construction of Jamnagar – Rajkot – Bhavnagar – Bharuch Expressway after Ministry of Road Transport and Highways of India (MoRTH) opened technical bids today.
This approximately 316 km long 4-6 lane greenfield access-controlled highway will have an alignment running entirely through the state of Gujarat. Its eastern section will consist of a roughly 30 km bridge over the Gulf of Khambat as part of the ambitious Kalpasar Project between Bhavnagar – Dahej.
MoRTH had invited tenders to appoint this expressway’s consultant in June 2024 with a 1.5 year deadline via 2 packages:
- Package 3: Jamnagar – Rajkot – Bhavnagar (248 km)
- Package 4: Bhavnagar – Bharuch (68 km)
MoRTH received a total of 15 bids – 12 for Package 3 and 3 for Package 4. Bloom Companies was the only firm to bid for both packages.

MoRTH’s Brief Scope – Package 4: Consultancy services for preparation of Detailed Project Report for construction of 4/6 laned high speed corridor/expressway between Bhavnagar – Bharuch section of Jamnagar – Bhavnagar – Bharuch corridor passing through the state of Gujarat.
The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely consultant for each package.
If contracts are awarded in the first half of 2025, then we can expect the DPR to be finalized by 2026-end. The DPRs will then go through the motions of approval, land acquisition and other clearances – so at this time I see construction work on the Rajkot – Bhavnagar section starting no sooner than 2028. The complexity, scale and price of Bhavnagar – Bharuch section makes me believe it’ll be a while before work begins.
Once operational, Jamnagar – Bharuch Expressway is expected to reduce the travel time between both cities to about 3 hours from the current 8 hour journey. Lots of well known firms in there. I’m most familiar with CEG, Egis, FP, LEA and Pioneer

Secondly if Railway Ministry has also joined in this project parallelly Constructing Railway line alongthe side would have been more useful both for goods,passengers transportation.
