J Kumar Wins Kharghar Coastal Road’s Contract in Navi Mumbai

J Kumar Infraprojects (JKIL) last week was declared as the lowest bidder to construct 9.678 km Kharghar Coastal Road (KCR) after Navi Mumbai’s City and Industrial Development Corporation (CIDCO) opened financial bids.

KCR project will initially connect Jalmarg Sector-16 with Kharghar Railway Station along Panvel Creek with a future extension proposed towards Belapur and Nerul’s Passenger Water Terminal.

The project will utilize 2.986 km of existing roads, while the rest will be built on stilts or by reclaiming land. In August 2024 it received Coastal Regulation Zone (CRZ) clearance from India’s Ministry of Environment, Forest and Climate Change (MOEF&CC).

CIDCO then invited bids for its construction in September 2024 with a 2.5 year construction deadline. Technical bids were opened on December 23, 2024 to reveal 4 bidders out of whom Ashoka Buildcon was disqualified as they didn’t submit evidence to demonstrate sufficient work experience.

Financial bids of the technically-qualified bidders were opened on January 2.

CIDCO’s estimate remains unknown to me, so we’ll have to wait and see how this plays out. The Rs. 300 crore figure mentioned in the graphic above is one of the original estimates from years ago. Several design changes have taken place since that figure was calculated.

Local residents in the area have expressed environmental concerns about KCR using 2.9 kms of existing neighborhood roads. The project also involves significant destruction of mangroves (8.222 hectares) termed as “forest land” which I’m not too pleased about as they help protect the coast and absorb impact during rising tides and extreme weather events.

KCR project will have an interchange with Sion – Panvel Expressway. Along with the 5.8 km Ulwe Coastal Road (in orange above) which is also under construction by J Kumar, it proposes to strengthen connectivity in the region with two mega projects in the region – the operational Mumbai Trans Harbor Link (MTHL) and upcoming Navi Mumbai International Airport (NMIA).

    Is there no intelligent planners .? Why these two coastal roads were not ready when MTHL was ready. Also why the pune expressway link is being constructed only now ? Till now and for some more time, the MTHL which was opened with fanfare, is a bridge to nowhere. The karanja creek Bridge is being constructed only now.

      There is something called environment clearance. It takes time to get that. For MTHL it was even longer. The Kharghar coastal road was the last one to be planned to decrease the congestion of Sion Panvel highway

      There is some entity for this delay known as environmental activists. You can also google just got the clearance of ulwe costel road in sep 2024 and work started in September and you can see the work..as it was planned with Atal setu.

    Another project in Kharghar being awarded to J-Kumar lol, this group has a stronghold on CIDCO, got unscathed even after not delivering the Kharghar metro girders…..
    Would be interesting to see if CIDCO then discreetly sells the plots between existing establishments and the new Coastal Road…. which has happened with the highrises coming right beside the Kharghar Station

    I have some concerns based on my experiences with their recent work, especially the bridge near Jasai and the JNPT area. The quality of construction there has been disappointing and does not seem to meet the standards set by other projects in the region, such as the Mumbai Trans Harbour Link (MTHL) constructed by L&T, which is truly remarkable.

    I hope that the authorities consider these factors and ensure that the Kharghar Coastal Road project meets the high standards expected by the community. Quality construction is essential for long-term usability and safety.”

    What’s the point of building this road? The entire stretch of the planned road falls on coastal land with very less traffic on nearby areas. It is going to be a huge waste of money like the Kharghar skywalk. Irony is that nmmt buses don’t ply in the interior roads due to votebanks. They should allow traffic to get on the highway from the railway station and sector 10. Instead of building more roads for thousands of crores, add more AC buses and make public transport better. Less cars, less traffic, less driving, less time.
