5 Bidders for Hyderabad Regional Ring Road Southern Section’s DPR Consultant

Five design and engineering firms have submitted bids to prepare a Detailed Project Report (DPR) for the 182 km southern half of Hyderabad’s 340 km Regional Ring Road Expressway project after Ministry of Road Transport & Highways (MoRTH) opened technical bids on Tuesday.

This new expressway in Telangana will be developed in 2 parts under the government’s Bharatmala Pariyojana Phase-I program at an estimated cost of Rs. 17,000 crore. Telangana Government plans to bear 50% of its land acquisition cost and had most recently allocated Rs. 1525 crore towards it in its 2024-2025 budget.

MoRTH invited tenders for this consultancy work in January 2025 and expects the selected consultant to prepare a DPR within just 90 days of appointment.

Bidders

  • Aarvee Associates Architects Engineers and Consultants Pvt Ltd.
  • CMEC Consulting Engineers Pvt. Ltd.
  • LN Malviya Infra Projects Pvt. Ltd.
  • SA Infrastructure Consutants Pvt. Ltd.
  • Sheladia Associates Inc.

Brief Scope: Consultancy Services for preparation of Detailed Project Report for Development of Southern portion of Hyderabad Regional Ring Road Express Way in the State of Telangana

The following route map is indicative and dated. The expressway’s alignment will run roughly 30-50 km radially away from the operational 158 km Hyderabad Outer Ring Road (ORR).

The bids have now been sent for technical evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely consultant.

When ready, the project’s DPR will suggest the most optimal route, land acquisition requirement, traffic projection, interchanges, and physical composition (bridges, underpasses, culverts etc.) among other features.

This greenfield expressway will be access-controlled with 4 lanes to begin with, but we’ll have to wait and see what the DPR recommends.

Northern half with a length of approx. 164 km is estimated to cost Rs. 9,500 crore and will connect Sangareddy, Narsapur, Toopran, Gajwel, Yadadri, Pragnapur, Bhongir and Choutuppal. India’s National Highways Authority of India (NHAI) had received 20 bids for its DPR Consultant contract in 2021.

Southern half with a length of approx. 182 km is estimated to cost Rs. 6,480 crore and will connect Choutuppal, Ibrahimpatnam, Kandukur, Amangal, Chevella, Shankarpally and Sangareddy.

Interestingly, the Government of Telangana in December 2024 also invited bids to appoint a Project Consultant for DPR preparation and other advisory services, so to me there seems to be a clash between State and Centre over ownership? If anyone has more information on the genesis or nature of this dispute, then drop a comment below.

Any news for Lucknow Airport up-gradation.
Airport in Lucknow will close down flight operations between 10 AM to 6 PM from March 1 to July 15 for re-carpeting of runway 09/27. To enable faster entry and exit of aircraft after landing or take-off from the runway, CCSI Airport will construct a new full length parallel taxiway of 2,744 metres. An additional taxiway P9 is also scheduled to be constructed during the period.

The road expansion project is good for the transport. How is the government planning to address the other amenities like water shortage and electricity cut
