GRIL Wins Agra – Gwalior Expressway’s Construction Contract

GR Infraprojects Ltd. (GRIL) on Thursday was declared as the preferred bidder for the civil construction of 88.40 km Agra – Gwalior Expressway project by India’s National Highways Authority of India (NHAI) on Design Build Finance Operate and Transfer (DBFOT) mode.

The contract comprises of two major components. The first includes the development of a six lane access-controlled greenfield highway connecting Deori Village on Agra’s Inner Ring Road with Susera Village on Gwalior Bypass. The second component involves overlaying, strengthening, and executing road safety enhancements on the existing Agra – Gwalior section of national highway NH-44.

Agra – Gwalior Expressway’s Detailed Project Report (DPR) was prepared by LEA Associates South Asia Pvt. Ltd under the Bharatmala Pariyoana program. Its prefeasibility report can be viewed here.

The expressway’s route will pass through the states of Uttar Pradesh, Rajasthan and Madhya Pradesh, connect the towns of Bhind and Morena, and have an interchange with the proposed 408.77 km Chambal Expressway.

Bids for Agra – Gwalior Expressway’s construction work were originally invited in December 2023 via 3 packages on Engineering, Procurement and Construction (EPC) mode. All packages were cancelled in January 2024 and the project was recast on DBFOT mode. Technical bids were opened in February 2025 to reveal 10 bidders and financial bids of 8 technically-qualified bidders were opened this Thursday.

Agra – Gwalior Expressway is expected to be completed and opened in 2028 and will reduce the travel time between both cities to just an hour from the current 2-3 hour journey.

This expressway is one of the components of India’s central expressway spine which will ultimately link Agra – Bangalore, and beyond. India’s Ministry of Road Transport and Highways of India (MoRTH) has set into motion the process to appoint consultants to develop Detailed Project Reports (DPRs) for 530 km Gwalior – Lakhnadon Expressway, Nagpur – Hyderabad Expressway and Hyderabad – Bangalore Expressway.
