Creative Group Wins Doloo Airport’s DPR Contract in Assam

Creative Group LLP this week was declared as the lowest bidder to prepare a Detailed Project Report (DPR) for a new greenfield airport at Doloo near Silchar, Assam by Airports Authority of India (AAI).

Silchar’s existing airport (IXS) is located at Kumbhirgram north-east of the city and is currently the fourth busiest airport in north-east India. It operates as a civil enclave within the Indian Airforce’s Kumbhigram Airforce Station (AFS) built in 1944. With growing passenger traffic and ever-changing geopolitical environment, it became necessary to build a new dedicated airport separate from the military base.

Silchar’s new greenfield airport at Doloo is planned to come up at the nearly 200 year-old tea garden north of Silchar city in Cachar district of lower Assam (view satellite imagery on Google Maps).

AAI had bids invited for the new airport’s DPR contract in January 2025 with an unknown estimate and 120 day deadline. Technical bids were opened on January 31 to reveal 3 bidders. During evaluation, the bid submitted by Engineers India Ltd. was disqualified.

AAI’s estimate remains unknown to me, so we’ll have to wait and see how this plays out.

As shared in the past, AAI had applied for the airport’s Environmental Clearance (EC) in April 2024. I’m not sure how that was possible without a DPR, but somehow they put the cart before the horse and here we are.
