3 Bidders for Chennai Peripheral Ring Road Package EPC-05’s Contract
Three civil engineering firms have submitted bids to construct and maintain 9.7 km Package EPC-05 of the 132.87 km Chennai Peripheral Ring Road project after Tamil Nadu Road Development Company (TNRDC) opened technical bids on Wednesday.
This 6 lane access controlled expressway with 4 service lanes will form Chennai’s 4th ring road and connect Ennore Port with NH16 (old NH5) at Thatchur. Package EPC-05 lies within 30.10 km Section III which connects Thiruvallur Bypass with Sriperumbudur on National Highway 48 (Old NH-4).
Section III’s construction will be financed by Asian Infrastructure Investment Bank (AIIB) through a USD 378 million loan and is divided into 3 EPC packages: EPC-03, EPC-04 and EPC-05. Within those, EPC-05 is the shortest and will connect Sengadu (chainage 68+200) to Sriperumbudur (chainage: 77+900).
TNRDC had invited bids for this package in November 2023 with a 36 month construction deadline. It’s estimate remains unconfirmed to me but is likely Rs. 780 crore.

Brief Scope: Formation of New Six lane road from Sengadu (Design Chainage: 68+200) to Sriperumbudur (Design Chainage: 77+900) with paved shoulders and two lane service road on both sides in Section-III of Chennai Peripheral Ring Road Project under Package-EPC 05 on Engineering, Procurement and Construction (EPC) Mode including maintenance for 7 years
The bids have now been sent for technical evaluation which will take a couple of months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor.
The entire project is divided into 8 civil packages, with Tata and L&T currently working on Section 1 & 2. See a list of all packages and their status over here.

In the works, but the start of construction is easily 3 years away.
Might be carried out in ‘Phase 2 Extension’ or Phase 3. Let’s see.
