3 Bidders for Doloo Airport’s DPR Contract in Assam
Three consulting firms have submitted bids to prepare a Detailed Project Report (DPR) for a new greenfield airport at Doloo near Silchar, Assam after Airports Authority of India (AAI) opened technical bids last month.
Silchar’s existing airport (IXS) is located at Kumbhirgram north-east of the city and is currently the fourth busiest airport in north-east India. It operates as a civil enclave within the Indian Airforce’s Kumbhigram Airforce Station (AFS) built in 1944. With growing passenger traffic and ever-changing geopolitical environment, it became necessary to build a new dedicated airport separate from the military base.
Silchar’s new greenfield airport at Doloo is planned to come up at the nearly 200 year-old tea garden north of Silchar city in Cachar district of lower Assam (view satellite imagery on Google Maps).
AAI had bids invited for the new airport’s DPR contract in January 2025 with an unknown estimate and 120 day deadline. Technical bids were opened on January 31.

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely consultant.
AAI had applied for the airport’s Environmental Clearance (EC) in April 2024. I’m not sure how that was possible without a DPR, but somehow they put the cart before the horse and here we are.
