8 Bidders for Jhansi Link Expressway’s DPR Consultant Contract

Eight design and engineering firms today submitted bids to prepare a Detailed Project Report (DPR) for the 115 km Jhansi Link Expressway project after U.P. Expressways Industrial Development Authority (UPEIDA) opened technical bids.

The new access-controlled greenfield highway will link Jhansi with Jalaun village on the operational 296 km Bundelhand Expressway. Its alignment will run somewhat parallel to national highway NH-27 for the most part, and further densify Uttar Pradesh’s expressway network.

Uttar Pradesh’s state government had allocated Rs. 235 crore in its 2023-24 budget for the development of this expressway and 14 km Chitrakoot Link Expressway.

UPEIDA invited tenders for this consultancy contract in December 2024 and expects the selected consultant to prepare a DPR within 300 days of appointment.

Brief Scope: Selection of Project Development and DPR Consultant for Jhansi Link Expressway on Unit Length basis

The bids have now been sent for technical evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely consultant.

When ready, the project’s DPR will suggest the most optimal route, land acquisition requirement, traffic projection, interchanges, and physical composition (bridges, underpasses, culverts etc.) among other features.

This expressway is envisioned to consist of 4 lanes (expandable to 6) to begin with, but we’ll have to wait and see what the DPR recommends. Ideally I’d like to see it being designed with with a provision to easily extend it further north to Kanpur’s Outer Ring Road.
