SMEC Awarded Consultant Contract for UER-2’s Extension to Delhi – Dehradun Expressway
SMEC (India) – MSV International JV in June was awarded a Rs. 1.97 crore contract to prepare a Detailed Project Report (DPR) for extending Delhi’s Urban Extension Road (UER) II to Delhi – Saharanpur Highway.
I estimate this eastward extension of the partially operational 74.98 km UER II expressway (NH-344M) from its current northern terminal at Bankoli village to be around 14-15 km long with a major bridge over the Yamuna River.
Delhi – Saharanpur Highway (NH-709B) is currently being upgraded and forms a part of the under construction 210 km Delhi – Dehradun Expressway project (NH-344G).
Here’s a copy of the LOA:

National Highways Authority of India (NHAI) had invited tenders for this consultancy contract in February 2025 with a Rs. 2.35 crore estimate and 150 day deadline. Technical bids were opened in April to reveal 7 bidders out of which 5 firms were disqualified.
Disqualified Bidders
- AICONS Engineering Pvt. Ltd.
- Bloom Companies LLC
- LN Malviya Infra Projects Pvt. Ltd.
- Saptagon Asia Pvt. Ltd.
- Voyants Solutions Pvt. Ltd.
NHAI’s Brief Scope: Consultancy Services for Preparation of DPR for Extension of UER-II till Delhi Saharanpur Highway

When ready, the project’s DPR will suggest the most optimal route, land acquisition requirement, traffic projection, interchanges, and physical composition (bridges, underpasses, culverts etc.) among other features.
I’m tracking two other interesting consultancy tenders related to UER-2. One of them involves extending the partially operational Delhi – Amritsar – Katra Expressway (NE-5) to UER-2, and the other involves extending UER-2 deeper into Uttar Pradesh – possibly terminating in Ghaziabad.
