DMRC Invites Bids to Extend Airport Express Line to Dwarka Sector-25

The Delhi Metro Rail Corporation last week invited bids to extend its 22.9 km Airport Express Line further south by 1.878 km from Dwarka’s Sector 21 Station to the upcoming Exhibition-cum-Convention Centre (ECC) in Dwarka’s Sector 25. This extension has been included in Phase 3 and will be funded primarily by the Japan International Cooperation Agency (JICA) which is financing the Delhi Mumbai Industrial Corridor.

Delhi Metro Rail Corporation (DMRC) Ltd. invites open e-tender from eligible applicants, who fulfil qualification criteria stipulated under Clause 1.1.3 of NIT, for the work “Contract CC-127: Design & construction of twin Box tunnel by Cut & Cover method and one underground station namely ECC centre including Architectural Finishing, Water Supply, Sanitary Installation & Drainage Works from chainage 22902.474 to 24781.029 for extension of Airport Express line from Dwarka sec-21 to ECC centre at Dwarka sec-25

The line’s alignment hasn’t been revealed by the DMRC or DMICDC but will most likely look like this with a provision to be extended to Gurgaon in the future:

DMRC has estimated CC-127 with twin box tunnels & one station called ‘ECC Centre’ to cost Rs 310 crores, and would like work to be completed within 30 months of the Letter of Award (LoA). The last date for submitting tender documents for bidding is August 8 2017 (12 pm) after which the bids are planned to be opened & evaluated for eligibility on August 16 at 12 pm. I expect financial bids to be opened in Q4 2017 with construction work starting in early 2018.

To give a little background – the new ECC, with an overall built-up space of 1.02 mn sq. meters, is being built under the Delhi Mumbai Industrial Corridor project and is envisioned as a “world class” transit oriented mixed use district providing one of the largest facility of its kind in India. Its master plan was approved by the central government in December 2016 and consists of space for exhibition halls, convention centers, banquet halls, an arena, a financial centre, hotels, food & beverage (F&B) outlets, commercial and retail services and common internal infrastructure facilities.

The project’s Environmental Impact Assessment report was prepared by AECOM and includes the following master plan layout. The underground metro station is planned to come up right below where #11 marked in the middle of the land parcel –

      Yeah, I imagined they’d be a series of announcements prior to this big development. The only time it’s been mentioned in the past was in the ECC’s approval note –

      “The Delhi Metro Rail Corporation (DMRC) will take up the extension of Airport Express metro line to provide dedicated metro connectivity to the ECC complex”

    How do you know it is in Phase 3 and not Phase 4?

      The contract number/nomenclature is a good indicator.

      Phase 2’s civil contracts were prefixed with BC
      Phase 3’s civil contracts are prefixed with CC
      Phase 4 will likely be DC. Let’s see…

      I think it is in phase 3 only.. just like all other additions in phase 3, because phase 4 is yet to get formal approval by the central govt. You can say it is a late addition to phase 3..quite late literally.

      2 stretches are ready for operations between Mettuguda – Nagole (8 kms) and SR Nagar – Miyapur (12 kms).The MGBS – Falaknuma (6 km) and Hitech City – Raidurg/Mindspace (1.5 km) sections are on-hold, but the rest is under construction.

      The ISKCON section in Secunderabad has finally been built after tearing down Padma Hamsa apartments. Railway crossings at 8 places are slowly being bridged/plugged. If I’m not mistaken, the last segment for the one at Begumpet just got erected. I’ll share some images when available.

    Just a minor correction: You’ve mentioned DMIC as Delhi METRO Industrial Corridor at the end of the first paragraph. You’ve mentioned it correctly as Delhi Mumbai Industrial Corridor everywhere else.

      Hi, Haryana’s CM and local MPs have a habit of making announcements which don’t end up materializing. It’s same old story for the past 5 years.

      I’ll cover this project when they invite civil or other service bids for its construction.

    CENGRS has carried out the Geotechnical Investigations for both projects (DMICDC as well as DMRC extension). Always nice to see the project posting on this forum- keep it up!!

    Is there any slightest of probability of converting this line along with this extension into Alwar RRTS? It will greatly reduce the expenditure and make this line more feasible and RRTS will terminate in the heart of the city at New Delhi Metro. If this is not happening, then what is the excuse the authorities are posing?

      I’m sure different stakeholders would have discussed the possibility, but no details of it are out in the public domain. The fact that it connects to IGI is a big, big plus point for extending this line to Alwar and rebranding it as a RRTS line.

    Yesterday, I noticed 2-3 men surveying the topography outside the Sector 21 Dwarka metro station (like they were doing for phase-4 routes). Probably, they are serious about getting the DPR prepared soon.

    The governments of Delhi and Haryana and the Union government should now get serious about connecting the Sector-21 with IFFCO Chowk/Huda City Centre via Old Delhi Gurgaon road (and to Sector 29 ;)). It would improve the ridership a lot.

    Living close to Janakpuri West metro station, see magenta line till Airport T1 to open partially by Oct end or mid-Nov of this year; with the entire corridor to open only by June next year,
