Simplex Lowest Bidder for Mumbai Metro Line-2B’s Western Section

Simplex Infrastructures Ltd. today emerged as the lowest bidder for constructing the 12.714 km DN Nagar – Bandra Kurla Complex (BKC) section of Mumbai Metro’s upcoming 23.5 km Line-2B  after officials from the Mumbai Metropolitan Region Development Authority (MMRDA) opened the financial bids for package CA-04B’s construction.

The MMRDA re-invited bids for this section’s construction, this time clubbed into one package, in August 2017 right after J Kumar Infraprojects and Simplex Infrastructure emerged as the lowest bidder for the DN Nagar – Saraswat Nagar (CA-04) and Saraswat Nagar – BKC (CA-05) sections. The lowest bid received for those sections were 24.74% and 23.2% higher than the MMRDA-DMRC’s estimates which immediately led to a new round of bidding.

Here are the financial bid values submitted by the lowest technically qualified firms in the new round –

Simplex’s bid is 8.21% higher than the MMRDA-DMRC’s estimate of 998.05 crores. If that falls within the acceptable range, then they will go on to be awarded with this section’s contract after the MMRDA’s Executive Committee gives its approval.

The 23.5 km elevated Line-2B is envisaged as an elevated extension of the under construction 18.6 km Line-2A and will connect DN Nagar – Bandra – Manhurd – Mandale. The DN Nagar – BKC section will consist of 11 stations at ESIC Nagar, Prem Nagar, Indira Nagar, Old Airport (Nanawati Hospital), Khira Nagar, Saraswat Nagar, National College, Bandra (W), MMRDA Office, Income Tax Office and BKC.

Local activists in the Juhu and Bandra area recently filed a public interest litigation (PIL) and plan to take the legal route demanding this line be built underground, so it’ll be interesting to see how this plays out and whether ground work would be able to start after the contract is awarded.

The MMRDA plans to re-invite bids for the remaining portion of Line-2B at a later stage. That section will also consist of 11 stations at MTNL Metro, SG Barve Marg, Kurla Terminal, Kurla-E, EEH, Chembur, Diamond Garden, Shivaji Chowk, BSNL Metro, Mankhurd, Mandala (Depot).

    people just start opposing everything blindly, they have no idea how complicated, expensive, time consuming underground metro is, In mumbai metro line 3 people are protesting going in courts that they cant sleep, their building may collapse any day etc etc, no matter what you do people will protest against it,, nobody would dare go for underground metro after mml3 as situations things are way too difficult

    In Mumbai ; complete bidding pdocedure is stretched over a year but construction time assigned is hardly 3 years. The bidding process time need to be reduced to say 3 month.
