DMRC Invites Bids for Mumbai Metro Line-6’s Mahakali – Powai Section

Besides inviting bids for the 4.771 km IIT Powai – Vikhroli section, the Delhi Metro Rail Corporation a few days ago in fact also invited bids for the construction of the Mahakali Caves – Powai Lake section of Mumbai Metro’s 14.47 km Line-6 which’ll connect Swami Samarth Nagar (Lokhandwala Complex) – Jogeshwari – Kanjurmarg – Vikhroli via 13 stations.

Officially known as package BC-02, this 4.328 km elevated section on the Jogeshwari – Vikhroli Link Road (JVLR) will consist of 5 stations at Mahakali Caves, SEEPZ Village, Saki Vihar Road, Rambaug & Powai Lake.

The notice inviting tenders/bids hasn’t yet been uploaded on DMRC’s website as the sale of tender documents begins on December 4. It has been published in local newspapers and various tender sites like this one.

Part design & construction of viaduct & five elevated stations viz. Mahakali caves, SEEPZ village, Saki Vihar road, Rambaug & Powai lake (excluding architectural finishing and pre-engineered steel roof structure of stations) from Ch. 5,257.40 to 9,586.50 mtr of Swami Samarth Nagar-JVLR-SEEPZ-Kanjurmarg-Vikhroli (EEH)

Note – As per DMRC’s instructions in the notice for package BC-01, construction firms can participate in the bidding process for both packages, but will be awarded only one of them if they emerge as the lowest bidder for both –

The tenderers may please note that DMRC is currently inviting two Tender packages for execution of civil works of Line 6 Swami samarth Nagar- Vikhroli corridor of Mumbai Metro Rail Project namely DMRC/MU/Line6/BC/01 and DMRC/MU/Line6/BC/02; tendering processes for which are running concurrently.

Tenderers must note that only 1 (One) out of these 2 (Two) contract packages will be awarded to a contractor either in individual
capacity or to a joint venture / consortium in which they are member(s) while they can participate in both the Contract packages. Tenderers are cautioned that this condition will be applicable even if some member(s) of the JV/consortium are different in respective tenders.

Here’s this section’s alignment. The ‘SEEPZ Village’ Station is planned to be connected to the 33.5 km Line-3‘s underground SEEPZ Station, through a mostly elevated walkway.

I’ll update this section whenever the DMRC’s estimated value for its construction is known.

DMRC would like work for this section to also be completed within 30 months of the Letter of Award (LoA). The last date for submitting tender documents for bidding is January 15 2018 (3 pm) after which the bids are planned to be opened & evaluated for eligibility on January 16 at 3 pm. Like Package BC-01, I expect financial bids for BC-02 to be opened in Q2 2018. If no issues arise, then pre-construction site activity should begin in Q3 2018 with full-fledged construction work starting after the monsoons subside.

    I am seeing lot of updates on Maha metros (Mumbai, Pune and Nagpur) for the last 1-2 years. Is the pace of construction improved than earlier?

      Definitely! I consider the 2005-2015 time-frame as the “lost decade”. The new MH government has clearly been the driving force behind the state’s metro development. The CM has a war room to periodically monitor its progress, which is much required for the timely implementation of any project in the country.

        But there is no news on Navi mumbai metro. I have seen that construction started 5-6 years ago.

          Not sure why Navi Mumbai Metro isn’t being given that much importance or coverage by the government.

          CIDCO is awaiting Line-1’s rolling stock (trains) from China, and a new contractor is yet to be revealed (recently assigned in November from what I hear) for completing the balance civil and finishing works at all stations. On the positive side, construction is finally underway for the railway overbridge at Panchanand.

      Looking at the scopes of BC-01/02, the rest of the line (Swami Samarth Nagar – Mahakali Caves) will likely be divided into 2 packages. Depot’s construction will be part of another package, so I guess another 3 notices are pending.

        The construction over WEH at Jogeshwari will be interesting.. That junction is a busy place and probably will need a cable stayed bridge like the one over Jog flyover in Andheri. Also crossing the railway lines, 6 tracks is going to be expensive. These 2 bridges will cost much more then the packages that are being bid right now…

          True that. In fact looking at Line-2’s packages, they might just put the railway crossing under a separate package of its own.

    The stretch on either side of saki Vihar road is the ‘garh’ of L&T, which makes them the most suitable player to execute this package. Let L&T manage the traffic and pedestrian movement, which mainly comprises of L&T’s employees, around the area during construction.

    Then L&T is also executing Line-3’s construction around Seepz/aarey; some possibilities to share resources on the two adjacent/interchanging projects.

    With these thoughts, I see no reason why shouldn’t L&T do an aggressive bid to take BC-02.
    L&T can thus lay a proud claim that have built the metro in its den as a gift to its employees.

      L&T is going to be pretty busy with MTHL which is a massive project. 300 cr project is usually something L&T doesn’t bother with. However I do agree they should bid for it aggressively without thinking about profit.

    As I am aware of the area, some things are not proper:
    1) Seepz station (line 3) could have been constructed on the MIDC central road but northern end touching the JVLR. So the Seepz and Seepz Village could have been one station with just 100 m gap.
    2) MIDC station should have been constructed on MIDC central road near Gautum Nagar Bus stop/ Akruti Star.
    3) If required (I dont think so) one more station can be constructed near MCGM market between MIDC and Marol Naka.
    **These factors make interchange and last mile connectivity better. But MMRCL is not going to listen to us 🙁 **

      Station locations were fixed in 2013-2015 based on a combination of proximity to important landmarks/areas, ease of land acquisition and ease of construction etc.

      The points you’ve raised are great, but Line-3’s basic alignment/design is now set on on stone, and they just can’t move the stations’ locations or add new ones in between at this stage. Would have been nice for commuters, but changes at this stage have the ability to throw the entire project off-track and over budget.

      Infact they can salvage the situation by connecting the Aarey metro station of line 3 to lokhandwala-vikhroli line at JVLR by creating a station between saki vihar station and seepz village station.The Aarey station is anyways adjacent to JVLR.The seepz station is a disaster with a 400m distance between the two stations.

      Both Line-5 (Thane – Kalyan) and Line-6 (SS Nagar – Vikhroli) were approved at the same time, so the bidding process to assign contractors for that line’s construction shouldn’t be too far behind.

      If they hypothetically invite bids for its construction tomorrow, then it’ll roughly follow the same timeline as Line-6 above, with proper work starting after next year’s monsoons.

    Is the government planning any inter compatibility between Mumbai and Navi Mumbai metro, or else they are going to exist as independent systems.

      There are no serious plans at this stage, so they’ll run as independent systems for the next 5 years at least.

      A CSIA-NMIA (airport to airport) line is being designed by DMRC. At CSIA, it’ll connect up to Line-3’s CSIA T2 Station, but I’m not sure if CIDCO will extend their upcoming Line-1 (Belapur – Panchanand) to NMIA in the near future.

    I have a question. Do you about any plan to have connectivity between any line of Mumbai metro and Navi Mumbai?. I don’t know why no metro connecting Vashi or Koparkhairane to Vikhroli has been planned ?

      Nothing planned for now, except for the CSIA-NMIA (airport to airport) line which’ll of course feature several stations in both cities along the way. Its alignment hasn’t been unveiled, so tough to say which parts of Navi Mumbai it’ll run through.

      Apart from that, in the future you can expect Line-2 to be extended from Mankhurd/Mandale to Vashi, and Line-6 to Ghansoli. When this will happen really depends on when the detailed project reports (DPRs) are ready and approved by the state government. Until then, these are just merely proposals.

    Hi, don’t you feel interoperability of Metro Trains between Metro 3 and Metro 6 would have made more sense.
    Because the Metro 3 ends abruptly at Seepz coming from the South, whereas most commuters in Mumbai traveling towards Seepz come from Jogeshwari/Kanjurmarg Stations. So having a direct connection from Kanjurmarg / Jogeshwari to Seepz /MIDC/ Marol Naka/ Airport etc would have made more sense.

    Any idea why that was not considered?

      They do have a plan to have on metro line 3 a station after SEEPZ called Aarey station (depot cum station)which would also nearly touch JVLR and hence the Metro 6 -though MMRDA is very secretive about which station of Metro 6 will be adjacent to this(mostly called saki vihar since anyways no chance for a station exactly on saki vihar due to the road flyover of Powai).The problem is the environment agencies who(rightly) want to avoid axing aarey trees-but eventually this will happen .Metro-guy too has not been able to throw light on this mystery!
