HRIDC Invites EOI for Haryana Orbital Rail Corridor’s GC

Haryana Rail Infrastructure Development Corporation (HRIDC) on Monday invited expression of interest (EOI) applications from global engineering and consultancy firms to appoint a General Consultant (GC) for the 121.742 km Haryana Orbital Rail Corridor (HORC) project.

The HORC project, with additional spur lines of 20 kms, aims to connect Harsana Kalan village in Sonipat and Asaoti in Palwal through 17 stations along the Kundli – Manesar – Palwal (KMP) Expressway at an estimated cost of Rs. 4,822.69 crore. It will have an annual capacity to carry 60 million tons of freight and 8 million passengers.

Per the tender notice, this contract is planned to be financed by the Asian Infrastructure Investment Bank (AIIB) which in June cleared a loan concept to lend $400 million. The top six (6) consultants will get shortlisted based on the maximum score gained in their respective EOIs. Following that, a consultant will be selected based on the Quality-Cost Based Selection (QCBS) method.

Title: General Consultancy Services for Haryana Orbital Rail Corridor (HORC) From Palwal to Sonipat via Sohna, Manesar and Kharkhoda in the State of Haryana.

Brief Scope: The objective of the consulting services (the “Services”) is to provide General Consultancy Services for successful planning, basic & detailed designs, preparation of specifications, preparation of proposal documents and tender assistance, checking designs, project management and supervision including construction supervision, safety, quality and environmental management, interface management, testing and commissioning of the Haryana Orbital Rail Corridor (HORC) (the “Project”). The planning shall include O&M phase as well.

Passenger trains on this new broad gauge line will operate with a top speed of 160 kmph and provide connectivity via Sohna, Manesar and Kharkoda through 14 new and 3 existing stations. Freight trains will link major logistic hubs through spur lines totaling roughly 20 km and will adopt the Dedicated Freight Corridor standard for freight movement.

The 3 existing stations to be utilized are located at Asaoti, Pirthala Yard and Harsana Kalan. A list of 14 new stations hasn’t been revealed yet, but can be expected to come up at Tarakpur, Asoada, Mandhoti, Badli, Sultanpur, Patli, Manesar, Panchgaon, Chandla Dungerwas and IMT Sohna.

Trains (rolling stock) and their related services are planned to be provided and operated by the Indian Railways. This new rail corridor aims to bypass Delhi and provide interchange connectivity with the Indian Railways’ main radial routes (eg. Delhi – Rohtak, Delhi – Ambala), the Dedicated Freight Corridor (DFC) at Pirthala (near Palwal), major logistic hubs and the 106.5 km Delhi – SNB RRTS Line at Panchgaon.

    @Metrorailguy : Will Haryana Orbital rail be integrated with upcoming RRTS & Metro lines.
    Shouldn’t Stations be adjacent for better inter-connectivity with different systems.

    Will it be regular Indian railways train OR metro type trains OR SHSR RRTS type trains ?

      There’ll be an interchange link at Panchgaon Station – very last line has a blurb on it.

      Trains will be run by Indian Railways. They’ll likely deploy Vande Bharat Express (Train-18) or its successor, if developed.
