Bids Invited for Mumbai–Ahmedabad HSR’s Packages P1B & P1C

India’s National High Speed Rail Corporation Ltd. (NHSRCL) on Thursday invited tenders (bids) to construct 5 prestressed concrete (PSC) and 11 steel truss bridges within Gujarat for the 508.17 km Mumbai – Ahmedabad High Speed Rail (MAHSR Bullet Train) project which’ll connect both cities through 12 stations at an estimated cost of Rs. 1.1 lakh crore (US$15 billion).

Bids have been invited under two packages (P1B & P1C) for bridges of various sizes over roads, highways and railway crossings. Each package corresponds to a main-line civil package, both of which were awarded to Larsen & Toubro (L&T) at separate times over the past couple of weeks.

Note – the fabrication and transportation of the steel truss girders will be done by a separate contractor through Package P4 X & Y for which NHSRSCL received 8 bids in September.

Package: MAHSR-P-1(B)

This bridge package corresponds to the 237.1 km Package C4 (Zaroli Village on MH/GJ border to south of Vadodara) which is the longest of the line with 4 stations at Vapi, Bilimora, Surat and Bharuch in Gujarat.

Scope: Construction of Bridges for Double Line High Speed Railway for 04 No. PSC Bridges (GAD 9, 10, 11 & 1441) and 07 No. Steel Truss Bridges (GAD 68, 1134, 12, 61, 14, 15 & 62) [excluding fabrication and transportation of steel truss girders] between Zaroli Village at Maharashtra-Gujarat Border (MAHSR Km. 156.600) and Vadodara (MAHSR Km. 393.700), in the State of Gujarat and the Union Territory of Dadra and Nagar Haveli for the Project for Construction of Mumbai-Ahmedabad High Speed Rail

  • Completion Period: 1096 days (3 years)
  • Pre-bid Meeting: 14-Dec-2020 at 11:00 AM
  • Date & Time of Submission of Tender: 17-Feb-2021 at 03:00 PM

Package: MAHSR-P-1(C)

This bridge package corresponds to the 87.569 km Package C6 (north of Vadodara to Ahmedabad) which is the 3rd longest of the line with one station and a minor depot at Anand-Nadiad

Scope: Construction of Bridges for Double Line High Speed Railway for 01 No. PSC Bridge (GAD 33) and 04 No. Steel Truss Bridges (GAD 28, 1967, 31 and 32) [excluding fabrication and transportation of steel truss girders] between Vadodara (MAHSR Km. 401.898) and Ahmedabad (MAHSR Km. 489.467), in the State of Gujarat for the Project for Construction of Mumbai-Ahmedabad High Speed Rail

  • Completion Period: 1096 days (3 years)
  • Pre-bid Meeting: 14-Dec-2020 at 11:00 AM
  • Date & Time of Submission of Tender: 18-Feb-2021 at 03:00 PM
  • Date & Time of Opening of Tender: 19-Feb-2021 03:30 PM

    TMRG, It’s disappointing to know that some civil tenders are being invited now – whereas others have already been awarded (like C4 & C6 to L&T).

    What’s the reason for such delay in issuing the tenders? – Technical/design issues OR land-acquisition OR political issues?

    Has NHSRCL revealed any new time-line for commissioning the entire route?
    Starting the operations by Aug-2022 is foregone conclusion now (what was stated when Modi / Abe did foundation laying in Sep-2017)…

      Land Acquisition and COVID are the main reasons for the delay of MAHSR, now Construction is expected to start by mid 2021, but full fledged operations from Mumbai to Ahmedabad will not start before 2027. But, they are currently in hurry to partially start the line before 2024 elections such as from Sabarmati to Vapi only. Bullet train will reach Mumbai not before 2027 due to huge land acquisition problems in Maharashtra

    NHSRCL land acqusion in gujarat was faulty ab initio. As per new Land acquision Act 2013(amended in 2015applicable to Gujarat state)it is mendatary to decide market value of land to br acquired. It is work of revenue depatmrnt of respective state goverment. This is professional work, for ehich revenue department charge and recover fees, @ 5% of total compensasion. They didnot fixed market value but wanted to give compensasion calculated on circle rates, which are un realistic…. And horrible thing is that , in government revenue records, only owners names are avsilable, no records of their addresses.

    Bids for packages P2 and P3 were invited earlier…so can you clarify why they are reinvited as NHSRCL website doesn’t mention them as cancelled…??

      P2’s bid submission passed and NHSRCL received zero bids. Technically the bidding process ended at that stage and wasn’t canceled.

      They’re facing stiff resistance on P3’s route. The tender notice for that section hasn’t been published yet.

        But NHSRCL website’s archived tenders section mentions P3 package with the bid submission deadline as 27/07/2020…did it also not receive any bids or they cancelled it because of your mentioned reason?

          My apologies – I thought you were referring to C2 and C3.

          You’re right – Bids for P2 and P3 were invited in August 2019. I’m going to check on their status. For now, I’ve modified the above table.

            Also earlier NHSRCL mentioned on their Project Status page that the package P1(a) in Maharashtra is been clubbed with C3 package. Any update on that…

    Is Virar west going to be connected with Metro train as well?

      Currently the Metro connectivity to Virar is currently at DPR Stage. As per latest updates, MMRDA have a plans to make a new metro line from Mira Road to Virar. It has been colourcoded as Purple Line. But I think the metro will soon be approved by both state and center govt. Bullet train will be a better option for virar residents, as it will take atleast 10-20 mins to reach BKC,Mumbai from Virar. It will provide a direct connection between Virar and BKC in Mumbai.But fare may be a current issue as I think the fare will be Rs90-100 for economy (Non-reserved) for the bullet train ride from Virar to BKC.
