KCC & PSK Win Chittoor – Thatchur Expressway’s Work

KCC Buildcon and PSK Infrastructures & Projects have over the past fortnight emerged as the lowest bidders to construct packages 1 and 4 of the 116.1 km Chittoor – Thatchur Expressway (NH-716B). 

This 6 lane greenfield access-controlled corridor will link the 262 km Bangalore – Chennai Expressway near Chittoor with the 133 km Chennai Peripheral Ring Road (CPRR project) at Kannigaipair to allow for direct connectivity to Kamarajar (Ennore) and Kattupalli ports. This will also give travelers from Bengaluru another route option at Chittoor to travel to North Chennai.

This expressway with 4 civil packages has been designed with a 70m ROW (right of way) and speed limit of 100 kmph. More design details can be viewed here.

National Highways Authority of India (NHAI) invited tenders for constructing Package 1 in November 2020 and Package 4 in January 2021 with a 4 year deadline.

Package 1

Brief Scope: Development of Six Lane Chittoor-Thatchur Highway from km 0.000 to km 43.800 on Hybrid Annuity Mode under Bharatmala Pariyojna in the state of Andhra Pradesh and Tamil Nadu (Package-I)

  • Length: 43.80 km
  • Technical Bids Opened: February 11, 2021
  • Bidders: 11 (all qualified)
  • NHAI’s Estimate: Rs 1153.17 crore

  • Contract: NHAI/BM/Chittoor-Thachur/ Pkg-IV/2020
  • Length: 20.060 km
  • Technical Bids Opened: February 10, 2021
  • Bidders: 7 (6 qualified)
  • NHAI’s Estimate: Rs 729.83 crore

The lowest bids were roughly 15% (Package 1) and 24% (Package 4) higher, so remains to be seen if either package, especially Package 4, will be awarded for construction. One follower mentioned to me via email that this has been an ongoing trend, so either NHAI has been low-balling their estimates on purpose to begin with or there’s something seriously wrong with how they’re estimating.

Financial bids for constructing Package 2 were opened on March 30, but I’m unaware of who won. The scope of that includes km 43.800 (Kumarajapet) to km 61.380 (Veera Kaveri Raja Puram). If someone reading this does know, drop a comment below or shoot me an email and I can add it in.

    This expressway is designed to be a spur/fork to Bangalore- Chennai Expressway to connect Kattupalli, Ennore ports and Chennai North; thereby decongesting the Chennai City roads
