Evrascon & Ceigall Win Delhi-Amritsar Expressway’s Work

Evrascon-MKCIL and Ceigall India have emerged as the lowest bidders for constructing packages 11 and Spur II of the roughly 650 km Delhi – Amritsar – Katra (DAK) Expressway after National Highway Authority of India (NHAI) opened financial bids.

This 4-lane greenfield project starts at KMP Expressway north-west of Delhi, and will be expandable to 8 lanes with provision of service roads in the future. Phase 1 involves the construction of a 397.7 km greenfield expressway between Delhi – Ludhiana – Gurdaspur and a 99 km spur connecting Nakodar – Amritsar. 

NHAI had invited bids for the civil construction of these 2 packages in November 2020 and January 2021 with a 2 year deadline. Package 11 connects Punjab’s Kapurthala & Gurdaspur districts while Package Spur II connects Tarn Taran and Amritsar districts.

The lowest bids for each were well below NHAI’s estimate, so contracts for these should be awarded without much scrutiny during financial bid evaluation. This will be Evrascon’s 5th win after packages 8, 9, 10 and 12 in central & north Punjab, and Ceigall’s 2nd win after Package 7.

DAK Expressway project’s greenfield section consists of 15 packages – 12 on the 397 km Delhi – Gurdaspur section and 3 on the 99 km Nakodar-Amritsar spur. With this development, financial bids for 14 have been opened while a tender notice is still pending for Spur-1 (Nakodar to Dhunda Village near Goindwal Sahib) in Jalandhar and Tarn Taran districts.

    Questions:
    – 2 yr deadline is from the date of award? OR from the date of machinery/personnel mobilization to site?
    – which three packages nos. include the bridges over Beas and Satluj?
    – is land acquisition 100% done? i mean, can NHAI offer the land to the contractors immediately upon issuance of LOA to commence construction works?

      1) Not sure how NHAI drafts their contracts, but the LOA letter has an official ‘Contract Start Date’ which is either the day the LOA was issued OR a date a little further out in the future. Site mobilization is a key milestone within. Usually starts when L1 is declared.

      2) Beas: Spur II and 11 ; Satluj: Package 9

      3) No idea about current status, but nowhere close to 100% due to localized demand for higher compensation. Believe they have a 80% completion requirement for issuing LOAs.

        okay…so, LOA issuance = min. 80% land is available.
        But if it isn’t available, can NHAI issue an LOI and ask the contractor to commence ground works??, meanwhile they arrange to acquire the remaining of 80% land..

          No clue on how NHAI works.

          Both L1 winners aren’t publicly traded either, so we wouldn’t really know when LOA is issued until NHAI publicly announces it.

            NHAI for EPC Projects issues LOA after tender opening and L1 declaration and requires contractor to comply upto 60 days with Performance Bank Guarantee (PBG) Submissions. Appointed Date is date from which milestones/schedule date of completion are counted and can be typically after 30 days of LOA (on submission of 50% of PBG). Further contractor has full right to asceratain land availability status and can take upto three months after LOA for agreeing to NHAIs stand (usually they lead with pressuring contractor to accept that XX% of land as required in agreement (80-90% minimum depending on agreement is available). This is how agreement is defined. However in reality contractor begins mobilisation immediately on declaration of L1 and begins ground work like camp establishment and earthwork clearing grubbing such that first bill can be sizeable right after appointed date.

        What is the difference between 3a, 3A and 3D. When they are issued. Also the difference between LOA and LOI. When will the ground work for this project will actually start. What are the other bottleneck left.

          LOA = Letter of Award
          LOI = Letter of Intent

          LOA is the written confirmation that a bidder has been successful and will be awarded the contract. In this case, NHAI issues LOA to the contractors, which is followed by contract signing.

          Sometime, the client/authority (NHAI, in this case) issue LOI in place of an LOA; this is done to borrow some time to address some pending issues (like land acquisition) …

            LOA also means letter of acceptance which is also issues to the contractors after which LOA (Letter of award) is also issued to the contractors when all the guarantee are fulfilled by contractor side.

          Interested bidders likely had questions about the scope and then requested additional time for bid preparation to compensate.

          This reschedule timeframe is typical for metro projects. In major cities, you’ll see submission dates getting changed multiple times over. Hoping that won’t be the case in Indore ’cause it ain’t fun.

            do you think that if the technical bids are postponed and the interested bidders have all questions cleared then the time taken for opening financial bids will be quiet after the technical bids.
            I mean if technical bids open on 11 june then financial bids in one week after that

            1 week is too less 😀

            Technical opening to financial opening typically takes 3 months for funded metro projects. During this, the operator’s evaluation team evaluates each bid on their technical parameters, which can be time consuming. NHSRCL surprised everyone by completing this step in just 1 month for Bullet Train’s C4 & C6 packages.

      Absolutely right. These expressway are for corporate sector to business with Pakistan, China……. No common man will use this nonsense. Even residents can’t Cross this expressway . They have to go travel long distance to cross this way. Punjab Farmers and residents had started agitation against this land acquisition in Patiala in front of CM Amrinder Singh residence.

        So expressways are made for these purpose so that vehicle can travel uninterruptedly.otherwise people from the branch road would come and they are the cause of major accidents.so do you want that bullock cart and cycles should occupy roads??there are tons of highways in Punjab for this.second who says this expressway is for only cooperates common people like me can also use them but definately you need to enter from some specific points that’s it.Third those farmers who are doing the agitation against roads also tell them not to blame central govt next time for the ignorance of infra in punjab.haryana already is making 230 km of long trans haryana e-way and in the future Punjab’s economy will be minisicule in front of haryana.keep that in mind.

    Dear there is already 6 lane roads are present from Delhi to katra and Amritsar. Then what is fun of making Expressway. This is only ruin farmers and economy . Money used for expressway can be used in field of medical, education, rural development. But Modi bhakt can’t see reality of India.

      By reading your reply it seems that you don’t know the difference between highway ans e-way.In e-way the speed limit is 120km/h and in highway this speed limit is below 100km/h.That’s why in google it shows delhi to amritsar takes more than 8 hours but when this e-way is finished it will only take approx. 4 hours,so travel time will become halved.
      Second, who says that it will ruin economy😂🤣.If e-ways ruined economy than america(94,000km) ,china(1,50000km),canada(punjab’s fav. country having 6,000km+),germany(10,000km) would have been the poorest countries,but india(1600km of e-way) having largest cultivated land in the world is poor and
      punjab GDP per capita is down to 13th in present from having 1st in 2000 due to the negligence in infra but at the same time haryana per capita is 4th highest at present.Again don’t blame the central govt. for the negligence in punjab.
      Third e-ways will infact give boost to rural development as the land price beside e-way will triple and refreshment centre would provide all facilities and generate jobs too.As income will generate schools and medical facilities would develop to thats how economy works.
      Fourth i am telling you what is the reality of india:
      “INDIA IS POOR”.why it is poor??because of bad infra no factories wants to come in India.56% of workforce is engaged in primary sector(related to agriculture) but it only contributes 14% of GDP.This shows that we need to remove excessive workforce from primamy sector and shift it to industrial sector.This transition needs good infra.But yes so called anti corporate people will always worship the farmers but they will never acknowledge this reality.India is able to give MSP to your farmers because of its strong tertiary sector(corporate sector) which contributes 56% of GDP.And yes i am seeing how these farm protest gradually turned from “teen kala kannoon” to “corporate hatao desh bachao”.I am seeing how these farmers are being used as a tool to create an obstacle for infra development,in this way our country is infact going backwards.you can always compare with china even having they have less cultivable land than us and world largest network of expressway they produce much GDP in agriculture as compared to India.
      Fifth if you tag everyone who doesn’t agree to you as “modi bhakth” and “gomutr drinker”,I can also tag whole punjab as you as “udta punjab”.😂

        India should not destroy her fertile land by making expressways unnecessaryly.India is poor because of her failed economic policy. Socialist economic policy has failed everywhere in the world. New farm laws will be very helpful for India no doubt about it.Because of Socialist economic policy, complex constitution, too powerful judiciary, anti India NGOs and environmentalists and some political parties (con, cpm,sp,bsp etc) India is poor and undeveloped. It is a matter of sorrow that even bjp is not taking any hard step to solve the real problems. India has only 2% of land and 18% of world population. So India should use her land wisely and efficiently. India does not have sufficient fresh water(18% population and 4% fresh water) but rivers are state subject! So without amending the constitution India will not be able to solve the water problem. By building huge reservers and linking various rivers India can solve this problem. India has the worst land and labour laws and very high fuel cost so no industry in India had succeeded in world market and indian export earnings is very low. India should upgrade her existing highways, making them straight and smooth. India has more road than China and USA.(area wise). Last of all India should be governed by elected leaders not by the unelected judiciary.

          Haha india needs atleast 30000-40000km of expressways considering its size present network of expressways is only 1600km which is too too small.Even small countries like singapore has 163 km of expressways.
          water crises can be solved by using technologies like drip irrigation but yes many fertile regions doesn’t use it instead they pour their water in the fields using canals and motors.
          Population distribution can be solved by building skyscrapers in cities.India has consideribaly low floor per area as compared to any east asian nations.So these problems have many other solution it is nothing much related to expressways.
          well i agree about the smart usage of land but it can only be acheived by using technologies as stated above.
          Yes i agree that socialist policy is an absolute disaster and we need to amend many british-time archaic laws in our constitution but i believe that that now we have started our departure from archaic laws to new and businees friendly laws such as new labour laws,Conclusive Land Titling model act ,new mining laws etc.
          Yes transporting raw materials is excessively high due to bad infra that’s why in logistics index we are far behind china,US and expressways along with DFC,logistic hubs will solve this issue and we need to gear up for these infra.Otherwise we cannot compete in export with other players.
          India has more roads than china,US but there is a thing called “VEHICULAR MOBILITY” and we seriously lack on that because we don’t have enough e-way compared to developed economies and that makes a huge difference.
          Also we cannot expand all the highways because considerable amount of ribbon development has taken place so it will result in cost escalation and uprooting of livelihood so greenfield e- ways are a better option considering these problems of cost and effect on livelihood.
          I agree from the last sentence.

        Most farm lands in India do not have proper irrigation facilities but in China things are different. So without solving water problem agriculture sector will not be developed very much.

    Akkalkot to kurnool part of Chennai surat Greenfield corrid,sir in akkalkot Maharashtra 3A notification issued 2.5 year year completed not acquired land ,not any work has been started,but sem project akkalkot to kurnool ,in Karnataka side almost Land acquisition has been completed,why pending Maharashtra side?
