L&T, Tata, HCC-KEC Awarded Chennai Metro Phase 2’s Contracts

Chennai Metro Rail Ltd. (CMRL) on Monday and today issued work orders to Larsen & Toubro, Tata Projects and HCC-KEC JV for civil construction on 4 major underground and elevated packages of the 118.9 km Chennai Metro Phase 2 project.

This exciting development comes just days after the completion of Tamil Nadu’s state election process. Two contracts are for tunneling work of the 45.813 km Line-3 (Madhavaram – SIPCOT), while two contracts are for the elevated viaduct & station work of the 26.09 km Line-4 (Light House – Poonamallee Bus Depot).

Final contract values for 3 packages are unknown at this time.

Line-3’s Underground Package TU-01 (9 km)

Awarded to: Tata Projects Ltd. (TPL)

Note – Larsen & Toubro emerged as lowest bidder, but tender rules stipulated that one contractor can win only one tunneling package on Line-3 – see details.

Scope of TU01: Construction of approximately 9 km twin bored tunnels (total = 18 km) from the TBM Retrieval Shaft near Venugopal Nagar (of Line-5) to Kellys Station, and the construction of diaphragm walls, entry/exit structures of Madhavaram Milk Colony Station, Murari Hospital Station, Ayanavaram Station and Purasaiwakkam High Road Station, including launching and retrieval shafts at the above stations.

Line-3’s Package TU-02 (12 km)

Awarded to: Larsen & Toubro (L&T)

Scope of TU02: Construction of approximately 12 km twin bored tunnels (total = 24 km) from Kellys Station to Taramani Road Junction and the construction of diaphragm walls, entry/exit structures of Chetpet station, Royapettah Government Hospital Station, Thiruvanmiyu Station, and part diaphragm wall of Greenways Road Station, including launching and retrieval shafts at the above stations.

CMRL requires Tata to deploy 7 tunnel boring machines (TBMs) on TU-01 and L&T to deploy 8 TBMs. Here’s CMRL’s official map for Phase 2 with my edits emphasizing the start/end points of each package:

Line-4’s Elevated Package C4-ECV-01 (7.955 km)

Awarded to: Larsen & Toubro (L&T)

Scope: Construction of Elevated Metro Stations at Power House, Vadapalani, Saligramam, Avichi School, Alwartiru Nagar, Valasaravakkam, Karambakkam, Alapapakkam Junction, Porur Junction & Associated Viaduct from Chainage 10027.102 to Chainage 17982.240 & all associated works.

Line-4’s Elevated Package C4-ECV-02 (7.945 km)

Awarded to: HCC – KEC JV (Hindustan Construction Company Ltd. – KEC International Consortium)

  • Final Contract value: Rs 1,147 crore (HCC’s share is Rs 585 crore)
  • Deadline: 36 months
  • CMRL’s Estimate: unknown
  • HCC – KEC’s Bid: Rs. 1007.95 crore (3 bids opened in January 2021)

Scope: Construction of Elevated Metro Stations At Construction of Elevated Metro Stations at Chennai bypass crossing, Ramachandra Hospital, Iyyapanthangal Bus Depot, Katupakkam, Kumanan Chavadi, Karayan Chavadi, Mullai Thottam, Poonamallee Bus Terminus, Poonamallee Bypass & associated viaduct from chainage 17982.240 to chainage 25928.186 and approach to depot at Poonamallee & all associated works

I’ll add a copy of other LOAs as they become available.

With this exciting development, pre-construction work (utility shifting, geotechnical investigation etc.) is expected to begin at different sites throughout the city in Q3 2021 with full-fledged construction work starting in Q4.

15 other Phase 2 civil tenders (see list) are currently in the bidding stage right now, with technical bids planned to be opened on different dates in June and July. Stay tuned to find out their bidders and eventual winners!

      I don’t believe that’s even a serious proposal under consideration. Definitely not happening in Phase 2. Maybe in a “Phase 2 extension” if they ever plan one, but that’s many years away.

    May I know how will they construct elevated line over thirumangalam and koyambedu flyover from line 5. Is it possible to construct a metro flyover above existing flyover?

      Line-5 at Koyambedu will be built similar to how the existing 2 lines have been built. Basically, the piers (pillars) will come up wherever space is available inside the junction’s cloverleaves. Some land acquisition in periphery may be required.

        I’m not talking about the koyambedu grade separaters nor the cloverleaf flyover. I’m asking about the existing road flyovers in thirumangalam and koyambedu. How will they construct over that. It is not like vadapalani where they first constructed the metro line then only they constructed elevated road beneath the metro line. Here the case is different.

      It’s up in the air due to pending tree cutting permissions. I don’t see it becoming operational before 2023 at this time.

    Hello TMRG: What about the elevated metro line along OMR for Line 3 in Chennai. Which I believe should run elevated from Taramani to Sholinganallur to Siruseri/SIPCOT. Will that be a two tier one along OMR with an elevated expressway in Level 1 and Metro line in Level 2? Has that been finalised with TIDCO or has this plan been shelved/kept in the back burner? Please advise. Thanks!

      I haven’t seen detailed plans, but believe the metro viaduct is stand-alone and won’t be integrated.
