5 Bidders for Bangalore Metro Airport Line’s Construction

Per Bangalore Mirror – 5 firms / consortia have submitted a total of 12 bids to build 3 civil packages of Bangalore Metro’s 37 km Airport Line (Blue Line) which will link Bengaluru’s Kempegowda International Airport (KIA) to KR Puram.

These 3 elevated packages of the Bangalore Metro Phase 2B project range from 11 to 15 kms and consist of 15 out of the 17 stations planned on the line. Bangalore Metro Rail Corporation Ltd. (BMRCL) invited bids in July 2020 with a completion deadline of 24-27 months.

Bidders

  • Afcons Infrastructure – Packages 1, 2, 3
  • GR Infraprojects – Gulermak JV – Packages 2 & 3
  • ITD Cementation- Package 3 only
  • NCC – Packages 1, 2 & 3
  • Shankaranarayana Constructions – Cherian Varkey Construction Company joint venture (SNC – CVCC JV) – Packages 1, 2 & 3

Package 1

  • Estimate: 639.95 crore
  • Completion Period: 27 months
  • Length: 11.003 km
  • Tender: Phase 2B/P2/69(a)
  • Scope: Construction of elevated structure (viduct & stations) of length 11.003 km (including 281.000m of viaduct beyond Phase 2A) from Chainage 0.000 m to 10072.000m and eight elevated metro stations viz. Kasturi Nagar, Horamavu, HRBR Layout, Kalyan Nagar, HBR Layout, Nagawara, Veerannapalya and Kempapura, including 650.00m link line connectivity to Baiyappanahalli, road widening, utility diversion and allied works of Bengaluru Metro Rail Project Phase-2B

Package 2

  • Estimate: 645.30 crore
  • Completion Period: 24 months
  • Length: 11.678 km
  • Tender: Phase 2B/P2/69(b)
  • Scope: Construction of elevated structures (viduct & stations) of length 11.678 km from chainage 10072.00m to 21500.000m and five elevated metro stations viz. Hebal, Kodigehalli, Jakkur Cross, Yelahanka and Bagalur Cross, including 250m pocket track, road widening, utility diversion and allied works of Bengaluru Metro Rail Project Phase-2B

Package 3

  • Estimate: 620.88 crore
  • Completion Period: 24 months
  • Length: 15.011 km
  • Tender: Phase 2B/P2/69(c)
  • Scope: Construction of elevated structures (viaduct & stations) of length 15.011 km from chainage 21500.000m to 36511.000m and two elevated metro stations viz. Bettahalasuru and Doddajala, including road widening utility diversion and allied works of Bengaluru Metro Rail Project Phase-2B. This length include approx 718.18m cut & cover portion in front of Yelahanka Air Force Station.

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor for each package.

Tender notices are still pending for the following packages:

  1. Doddajala Depot (“Airport Depot”) at Trumpet Interchange
  2. Augmentation of Baiyapanahalli Depot
  3. Construction of Sky Garden and KIA Terminals stations (from BIAL)

1 and 2 might be combined into one civil package as they’ll have 1 Detailed Design Consultant for which bidding is underway. Technical bids for it were opened today to reveal 12 bidders.

      Why are big companies like Tata and L&T not participating??

        Possible reasons in no particular order:
        1. Calculations likely resulted in no money being made for the effort being put in
        2. They were made aware of major ongoing roadblocks (land, tree cutting, ROW related) during the pre-bid meeting
        3. They do not want to work with BMRCL

      Guess NCC or GR infra and Gulearmark also have good track records?

        Out of those 3 only NCC has built metro viaducts across India.

        GR Infra has no experience in the metro sector. They formed a JV with Gulermak to boost their technical bid. Gulermak has experience in tunneling (Lucknow, Pune, and now in Kanpur & Surat). If they win, they’ll have to poach employees from other firms.

    Instead of doing all this, if BMRCL has even little bit of dignity left then they should straight away handover blue line to L&T, they will construct it in time, with high quality. BMRCL is slower then a snail.
