IRCON & Agroh Win Delhi Mumbai Expressway JNPT Spur’s Work

November 30 Update: IRCON International and Agroh Infrastructre & Developer have received contract LOA from NHAI.

November 29 Original Post: IRCON International and Agroh Infrastructure Developers on Friday emerged as the lowest bidders for packages 14 and 15 (Shirsad – Akoli – Amne) of the 1350 km Delhi – Mumbai Expressway (DME) project‘s JNPT Spur.

The 92 km JNPT Spur in Maharashtra will connect Virar with Jawaharlal Nehru Port via an 8 lane greenfield access-controlled road, divided into 5 packages, skirting around Mumbai. 

NHAI had invited tenders for Package 14 and 15’s construction in January with a 2 year deadline. Technical bids were opened in July to reveal 12 and 17 bidders respectively.

Package 14 – Shirsad to Akloli

Brief Scope: Construction of Eight lane access controlled Expressway from Km 3.000-Km 20.200 (Shirsad to Akloli Section-SPUR of Vadodara Mumbai Expressway) in the State of Maharashtra on Hybrid Annuity mode under Bharatmala Pariyojana (Phase II-Package XIV)

The project’s feasibility report has a detailed description of its route with a list of interchanges, major and minor river bridges, including a 4.39 km tunnel through Matheran Eco-Sensitive Zone – a part of Package 17.

IRCON and Agroh’s bids were negligibly higher (7.07% and 4.60%) than NHAI’s estimates, so these may be awarded without any negotiations.

With this development, the likely contractors for another 2 packages in addition to Package 16 of the JNPT Spur are now known. Basic ground preparation work on Package 16 is expected to start before the year ends.
