Linxon Wins Chennai Metro Phase 2’s Electrification Contract

September 16 2022 Original Post: Linxon India Pvt. Ltd. on Monday was declared as the lowest bidder to install and commission Chennai Metro line 3 and 5’s OHE electrification system after Chennai Metro Rail Ltd. (CMRL) opened financial bids.
Both these under construction lines of Chennai Metro’s 118.9 km Phase 2 project will run in a north-south orientation to connect Madhavaram – SIPCOT (45.813 km Line-3) and Madhavaram – Sholinganallur (47 km Line-5) with a mix of elevated & underground stations.
This system contract’s scope deals with both lines’ southern elevated routes connecting Line-3’s 20 km Sholinganallur – SIPCOT 2 section and Line-5’s 24 km CMBT – Sholinganallur section. Their underground sections’ electrification works will be tendered out separately in the future.
CMRL invited tenders for it in October 2021 with an unknown estimate and 1150 day (3.1 year) completion deadline. Technical bids were opened in June to reveal 5 bidders.

Like other Phase 2 packages, CMRL’s estimate for this is unknown, so I can’t provide an assessment on how Linxon’s bid is placed and what the next steps look like.
Back in May emerged as the lowest bidder for the 26 km Line-4’s electrification contract. CMRL issued a LOA to them in August with a contract value of Rs. 349.43 crore.

How can these people invite system tenders without having a proper estimate? Is there any DPR cost that can referenced to ?
Should have clarified – the estimate is unknown to me. It wasn’t mentioned in the tender docs.
I’m sure CMRL and JICA have one, but not sure why CMRL and others (like GMRC) choose not to publish it.
Any information on Chennai phase 2 extension?
