5 Bidders for Delhi – Katra Expressway’s Package 18 in J&K

Five firms today submitted bids to construct 15.3 km Package 18 of the roughly 650 km Delhi – Amritsar – Katra (DAK) Expressway after National Highway Authority of India (NHAI) opened technical bids.

This 4 lane (expandable to 8) greenfield project’s Phase 1 consists of 12 packages for the 397.71 km Delhi – Gurdaspur section and 3 packages for the 99 km Nakodar – Amritsar spur.

Package 18 in Jammu & Kashmir is part of Phase 2 (mostly brownfield upgrade) connecting Gurdaspur – Pathankot – Jammu – Katra. This package involves upgrading the existing national highway NH-44 north of Jammu city between Sidhra and Ban villages into an access-controlled roadway.

The project’s Detailed Project Report (DPR) was prepared by Feedback Infra, and NHAI invited bids for its construction in December 2022 under the Hybrid Annuity Model (HAM) model with a 730 day (2 year) deadline and a Rs. 777.56 crore estimate.

Brief Scope: Development and Upgradation of Four lane Access Control Expressway from Design Chainage Km 530.000 to Km 545.300 (Sidhra to Ban Village Section of NH-44) of Delhi Amritsar Katra Expressway on EPC Mode under BMP in the UT of JK (Phase II-PKG-XVIII)

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor.

On the greenfield section, a tender notice for Package 13’s construction near Gurdaspur is still pending. A list of this expressway’s civil packages and their contractors / status can be viewed here.
