L&T, ITD & Afcons Bid for Kolkata Metro Line-3’s Underground Work
3 firms – Larsen & Toubro, ITD Cementation India and Afcons Infrastructure on Tuesday submitted bids for Kolkata Metro Purple Line’s 5.05 km UG1 underground contract between Mominpur – Esplanade.
This northern and final section of 15.215 km Line-3 (Joka – Esplanade) will consist of twin tunnels running through 4 underground stations at Kidderpore, Victoria, Park Street and Esplanade. The assigned contractor will be required to deploy two new tunnel boring machines (TBMs) with one TBM on stand-by.
Rail Vikas Nigam Ltd. (RVNL) had invited bids for this contract in July 2022 with an estimate of Rs. 2571.28 crore and an unknown deadline.

Brief Scope: Design and construction of the ramp and underground metro railway works from mominpur (excl.) to esplanade, 5.05 km (from chainage 9063.00m to 14113.00m) including four underground stations (viz. khidderpore, victoria, park street and esplanade), tunnels by tunnel boring machine and cut & cover method, architectural finishing works, track works, etc. in connection with joka-esplanade metro corridor in the city of state of west bengal, india
All 3 bids have now been sent for technical evaluation which should take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor for this package.
Back in March 2021, Yuksel Proje – Tumas JV had won this section’s General Consultant (GC) contract. Its twin tunnels will pass through the Military’s Maidan area, near Fort William, and an agreement on its alignment with Ministry of Defence (MoD) has taken a good 10 years to materialize.
I expect a contractor to get assigned in the 2nd half of 2023 with tunneling work starting in mid-2025. Due to tendering delays, I see this section opening up for operations no sooner than 2028, which’ll make the recently operational 6.49 km Joka – Taratala elevated section to function as a stand-alone line, disconnected from the rest of the Kolkata Metro network, for a criminally long time.

Isn’t 2 TBM for 10 km tunnel too few?
Yup. They just don’t have the budget.
Tunneling length will be ~8 km given that each station will be 200-250m long.

Gpt infra is completing the majerhat station. But they are yet to start any work for mominpore metro. Wonder why
Joka Esplanade Metro is seems to be a never ending project with such unknown deadline.
We have already wasted 13yrs to commence recently operational 6.49km Joka – Taratala Elevated Metro service which is not at all sufficient and does not even serve the purpose of daily commuters as it’s disconnected from existing Kolkata Metro Network.
The Metro Rail Guy’s last update under Kolkata section was this particular tender’s publication. It seems TMRG has learnt Railway Ministry’s lacadaisical attitude in it’s Kolkata reporting.
