RVNL Wins Kolkata’s Elevated Kona Expressway’s Contract

Rail Vikas Nigam Ltd. (RVNL) on Friday was declared as the lowest bidder to construct a 7.192 km elevated road on Kolkata’s existing Kona Expressway.

This project in Howrah, West Bengal by National Highways Authority of India (NHAI) involves relaying NH-117’s existing 4 lane road and constructing a new 6 lane elevated viaduct on a single row of piers between NH-16 at Nibra – Santragachi – Shibpur – Vidyasagar Setu. Its Detailed Project Report (DPR) was first prepared by RITES in 2018.

NHAI had invited tenders for its construction contract under engineering, procurement and construction (EPC) mode in February with a Rs. 839.46 crore estimate and 2.5 year construction deadline.

Technical bids were opened in mid-March to reveal 6 bidders. During evaluation, bids from 2 firms – GPT Infraprojects Ltd. and PNC Infratech Ltd. were found technically non-responsive.

Financial bids for the rest 4 firms (DRA Infra, KPTL, L&T and RVNL) were opened on Friday to reveal RVNL as the lowest bidder.

    The current Union Government is forcing CPSEs to participate in such tenders, wherein even if they are the L1 bidder, they do not have Departmental Manpower to undertake. They inturn will sub-contract to other small parties and in turn they will sub-sub-contract.

    A never ending cycle.

    I don’t expect any good work from RVNL as their road work on the diversion of Belgharia Expressway during extension of Line 1 (Noapara-Dakshineswar) is pathetic with crater sized potholes.

    It is a choice between Devil and Deep Sea. One side private contractors who never maintain quality and follow specifications otherside is public sectors companies which sublet the work to numerous small/petty contractors who has nothing to do with quality and specs.

    RVNL bagged the contract with Rs.720.6 crores. The project has to complete in 910 days.

    RVNL has no credentials of Road Project as a EPC mode contractor. Also they have no Infrastructure as EPC mode . They have no parmanent office at Kolkata ( Rental office) has no machineries & parmanent staffs .. So how enabled as L1 ?? So I think they must hacked the deta amount from RITES ..
