L&T & MEIL Bid for Thane – Borivali Tunnel Project in Mumbai

Larsen & Toubro (L&T) and Megha Engineering & Infrastructures Ltd. (MEIL) are the only 2 bidders for the 11.84 km Thane – Borivali twin tunnel project’s construction in Mumbai after technical bids were opened today.

This road project by Mumbai Metropolitan Region Development Authority (MMRDA) will feature 2 x 10.8 km road tunnels under Sanjay Gandhi National Park (SGNP) and a combined 1 km of approach roads on both ends.

The tunnels with 3 lanes each will be built using 4 mega tunnel boring machines (TBMs) at a maximum depth of 23m below the surface and connect Magathane’s Ekta Nagar in Borivali and Tikuji-Ni-Wadi at Manpada in Thane.

MMRDA had invited tenders for its civil construction under 2 civil packages in December 2022 with unknown estimate and a 4 year completion deadline. The project’s total estimated cost is Rs. 13,200 crore.

Project’s indicative alignment and start/end points

The bids have now been sent for technical evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor for each package.

The project aims to drastically reduce the driving time between both spots from 1-2 hours (depending on day/time) to just about 15 minutes. MMRDA has received wildlife clearance from the National Board for Wildlife, while environmental clearance for diverting 57.02 hectares of forest area is still pending.

Besides this tunnel project, I’m also tracking Brihanmumbai Municipal Corporation (BMC)’s 12.20 km Goregaon-Mulund Link Road which will feature 6.3 km twin tunnels to form another east-west link beneath SGNP, just south of the Thane – Borivali tunnels. The current bid opening date is April 13, so stay tuned!

      Still early days. Lots depends on pending approvals, how activists react and tunneling progresses which can throw surprises just like the Coastal Road project. Safe to say, it won’t open anytime prior to 2028.

        now LT made one bluder mistake. MEIL quoted prices are incl GST where as L& T quoted prices are excluding GST

    At least, we should have three bidder’s, at the same time we think @ traffic on WEH & at manapada near Tikujiniwad , otherwise it’s becoming heavy traffic point at starting & end of tunnel.
    Hope, All environment precautions taken by MMRDA i. e Landslide, water flow, Wild animals, ventilation, stability etc….

    23 meter rock cover is too much on lower side. Hope governing authorities and the would be Project Management Consultants take all measures to confine the impact of TBM induced stresses in rock mass to safer limits to save the wildlife,at the tunnel top. Those measures need to be known to people at large for academic interest.

    BOTH PACKAGES LOA issued to MEIL. L &t prices are excluding gst and Meil prices are including GST. So MEIL is L1 in both packages
