L&T Wins New Delhi Railway Station Redevelopment Project

Larsen & Toubro last Thursday beat Shapoorji Pallonji to emerge as the lowest bidder to redevelop New Delhi Railway Station (NDLS) in Delhi. The Indian Railways’ budgeted estimate remains unconfirmed to me, so that will affect the next steps in the process (more details below).

This project by India’s Rail Land Development Authority (RLDA) involves completely replacing the existing Indian Railway facility with a twin glass dome-shaped structure.

It will be executed on the Transit-Oriented Development (TOD) concept and aims to make NDLS a modern railway station with commercial, residential, public-semi-public, and recreational development. Passenger facilities will include lounges, food courts and restrooms.

The project’s feasibility study, detailed master plan and detailed project report (DPR) were prepared by Tractebel.

RLDA had invited tenders for the project in October 2022 with a 4 year completion deadline. Technical bids were opened on March 10 to reveal 2 bidders.

As shared at the top, the project’s budgeted estimate remains unconfirmed to me. I’ve heard figures of Rs. 5000 crore and Rs. 10,000 crore floating within the construction industry’s circles.

If it’s Rs. 10,000 crore, then a contract to L&T should be awarded in the coming weeks without a lengthy financial bid evaluation period.

If it’s Rs. 5000 crore, which I’m more inclined to believe, then that makes L&T’s bid a remarkable 74.80% higher than the estimate. Negotiations will not be sufficient enough to help with contract finalization. RLDA will need to either reduce the scope or get cabinet approval to approve a revised project cost, which likely will lead to another round of tendering.

Besides this project, I’m tracking Ahmedabad Railway Station’s redevelopment (received 3 bids from Afcons, L&T & NCC) and Mumbai’s Chhatrapati Shivaji Terminus’ redevelopment (received 4 bids from Ahluwalia, Afcons, L&T & NCC).

    Why is mumbai always given step-motherly treatment for a very long time. This fab city contributes the max to the national exchequer. The design for ahmedabad/new delhi is futuristic. CSMT is ordinary. If heritage laws do not allow a swanky design, then Mumbai Central should also have been selected to be something like Grand Central, which this fab city richly deserves.

      It’s not a fab city. It’s a steaming pile of shit. Mumbai did have good projects announced but every single time the people of the so called “fab city” find ways to stall these projects which eventually leads to loss of interest by the investers. That city doesn’t deserve anything. Enjoy your slums.

      Start by questioning BMC which collected 30,743.61 crore in 2022. Get them to use these funds appropriately…half your problems will fade off just by doing this.

    According to a report in Times of India the Cabinet Approval was 10,000cr for 3 Stations..Delhi, Ahmedabad and Mumbai.. And out of this the Budget estimate for NDRS revamp was 5000cr
