RSIIL Wins Delhi – Mumbai Expressway Packages 8 & 9’s Retender

Roadway Solutions India Infra Ltd. (RSIIL) on Thursday was declared as the lowest bidder for the civil construction contracts of packages 8 and 9 of the 1350 km Delhi – Mumbai Expressway (DME) project‘s 354 km Vadodara – Virar section.

Both packages of this 8-lane greenfield expressway are located within southern Gujarat’s Valsad and Navsari districts. 35.4 km long Package 8 connects Jujuwa – Gandeva, while 26.6 km Package 9 connects Karvad – Jujuwa.

National Highways Authority of India (NHAI) had originally awarded both packages’ work to Roadway Solutions in May 2021 and July 2021 respectively.

Contracts were terminated in early 2023 due to land acquisition difficulties, per a report from the Union Ministry of Road Transport and Highways to the Rajya Sabha. During this time, RSIIL’s employees hadn’t been paid salaries for over 3 months.

NHAI re-invited bids for both packages in March 2023 with a 540 day (1.47 year) deadline. Technical bids were opened in mid-July to reveal 10 bidders for Package 8 and 9 bidders for Package 9.

Package 8

Scope: Construction of Eight lane access controlled Expressway from Km 154.600 to Km 190.000 of Vadodara Mumbai Expressway (Jujuwa to Gandeva Section) in the State of Gujarat on EPC Mode under Bharatmala Pariyojana (Phase I Package-VIII)

  • Length: 35.4 km
  • NHAI’s Estimate: Rs. 1403.09 crore

Package 9

  • Length: 26.6 km
  • NHAI’s Estimate: Rs. 970.33 crore

Roadway’s bids for each package were way below NHAI’s estimate, so contracts should be re-awarded in the coming weeks without a long financial bid evaluation period, unless extraneous issues arise.

The entire Delhi – Mumbai expressway has been divided into 4 sections with a total of 52 tenders / packages – see a list and their status here. A tender notice is still pending for 15 km Package 18 on the 92 km JNPT spur around Mumbai city.

    What sense does it make to retender and award to the same company which defaulted in executing work
