MKC Infra Wins Indore Western Bypass’ Package 1 Contract

MKC Infrastructure on Friday was declared as the lowest bidder for the civil construction contract of 34 km Package 1 of the Indore Western Bypass project on Hybrid Annuity Mode (HAM).

This 64 km long six lane expressway with 2 packages by National Highways Authority of India (NHAI) along with 76 km Indore Eastern Bypass project will essentially form the 140 km Indore Ring Road project in Madhya Pradesh.

NHAI had invited bids for both packages of the Western Bypass on December 15, 2023 with a 2 year construction deadline. Technical bids were opened in late-February, and evaluation was completed this past Monday to reveal 8 firms had qualified for Package 1’s construction.

Interestingly, MKC Infrastructure was originally disqualified due to issues with their bid security which they addressed to get re-admitted in the process. The next two lowest bidders – Brig Gopal and Rail Vikas Nigam Ltd. were also deemed ineligible for different reasons, but got also re-admitted, which really makes you wonder why even have a technical evaluation process in the first place.

Below I’ve shown only the lowest 5 bidders’ values only.

Financial Bid Values

Estimated Cost: Rs. 1048.52 crore

FirmBid (Rs. Crore)
MKC Infrastructure Ltd.996
Brij Gopal Construction Co. Pvt. Ltd.1087.90
Rail Vikas Nigam Ltd.1092.0
Patel Infrastructure Ltd.1140.60
HG Infra Engineering Ltd.1141.11

NHAI’s Brief Scope: Construction of 6 lane Indore western bypass from km 0.000 to Km 34.000 (Pkg-I) in the State of Madhya Pradesh on Hybrid Annuity Mode under NH(O)

MKC’s bid of Rs. 996 crore was well below NHAI’s estimate of Rs. Rs. 1048.52 crore, so a contract is expected to be awarded in the coming weeks without a long financial bid evaluation period.

Package 1 is the only package of the project that has received official sanction from the Ministry of Road Transport and Highways (MoRTH). Technical evaluation for 30 km Package 2 was also completed last Monday, but financial bids will be opened only after that package’s construction is sanctioned.

Indore’s 74 km Eastern Bypass has been divided into 3 packages – 26 km Package 1, 29.7 km Package 2 & 20.3 km Package 3. The current technical bid opening has been pushed out to March 21 (Package 3) and March 28 (Package 1 & 2).

The qualifications for getting contracts are defined in closed doors where T&C are redefined on every point of disqualification. The cartelization helps other bidders to put tap on their mouths

    Dear Sir,

Major Construction giants like L&T, HCC,…etc are not in the competition. Rail Vikas Nigham is seems to be Govt.Organaisation(or Qasi Govt.).10% price concession must have been considered. Timely & Quality of Construction are to be given top priority.

the construction quality of L&T depends on the sub-contractor as it becomes poor in every sublet.
Rest HCC & RVNL are the best.
