ICT Wins Bhubaneswar Metro’s Design Consultant Contract BCDD-02

August 2, 2024 Update: DMRC has issued LOA to Intercontinental Consultants and Technocrats Pvt. Ltd. (ICT) with a contract value of Rs. 13,04,19,000 (13.04 crore)

July 28, 2024 Original Post: Intercontinental Consultants and Technocrats Pvt. Ltd. (ICT) on Wednesday was declared as the lowest bidder for Bhubaneswar Metro Phase 1 project’s Detailed Design Consultant (DDC) contract BCDD-02 by Delhi Metro Rail Corporation (DMRC).

The scope of this contract for 26.04 km Bhubaneswar Metro Line-1 (Biju Patnaik Airport – Trisulia Square) includes two parts. The first pertains to Phulapokhari Depot and its Operational Control Centre (OCC)’s architectural, electrical & mechanical (E&M), traction and civil works. This facility for initially stabling and maintaining 13 trains (39 coaches) will be built by M I A Construction under Package BBC-02.

The second part involves proof checking Line-1’s substructure (viaduct), special span (location unknown to me, but likely over Indian Railways’ line on Barang Road), stations, and 750V DC traction & power supply works.

DMRC had invited bids for this consultancy contract in March 2024 with a Rs. 22.20 crore estimate and 36 month deadline. Technical bids were opened on May 22 to reveal 3 bidders.

DMRC’s Brief Scope: Engagement of Detail Design Consultant (DDC) for Architectural and Building Services including E&M, Traction works and Civil works for Depot and OCC building including proof checking of substructure for viaduct, special span including its superstructure and stations for from Biju Patnaik Airport to Trisulia Square Phase-I of Bhubaneswar MRTS BMRC, along with 750V DC traction & power supply works for elevated station & depot and RSS works.

ICT’s bid of Rs. 13.04 crore was well below DMRC’s estimate of Rs. 22.20 crore, so a contract should be awarded in the coming days without a long financial bid evaluation period.

DMRC’s design team for Line-1’s construction is now all but finalized. Earlier this month SYSTRA MVA Consulting (India) was declared as the preferred bidder for DDC package BCDD-01 which involves finalizing a design standard of two precast elements – U-girders and pier caps & bearings.
