J Kumar Wins Thane’s Anand Nagar – Saket Elevated Road’s Contract
J Kumar Infraprojects (JKIL) on Friday was declared as the lowest bidder to construct a 8.24 km elevated road from Anand Nagar (Mulund) to Saket through Thane, Maharashtra by Mumbai Metropolitan Region Development Authority (MMRDA).
This 6-lane elevated road project along the Eastern Express Highway (EEH) will essentially function as a northern extension of Mumbai’s 16.8 km Eastern Freeway (Mazgaon – Chedda Nagar) which will be extended by 12.955 km to Anand Nagar. Navayuga Engineering Company was declared as the lowest bidder for that section’s contract on Friday.
MMRDA had invited bids for Anand Nagar – Saket project’s construction in March 2024 with a Rs. 1688.19 crore estimate and 4 year deadline including 2 year defect liability period (DLP).
Technical bids were opened on July 15 to reveal 3 bidders out of which Ashoka Buildcon’s bid was found technically non-compliant to the tender’s conditions and was disqualified.
Tata Consulting Engineers (TCE) was appointed as the project’s Peer Review Consultant and helped MMRDA evaluate bids.

MMRDA’s Brief Scope: Design and Construction of Elevated Road in Thane city from Anand Nagar to Saket on Eastern Express Highway
J Kumar’s bid of Rs. 1854 crore was 9.82% higher than MMRDA’s estimate, which is negligible when it comes to Mumbai projects, so a contract should be awarded in the coming months without a long financial bid evaluation period.
When completed, there will essentially be 3 elevated structures at Majiwada Junction: Mumbai Metro’s Line-4 (Green Line), the existing flyover and this new elevated road.
