L&T Awarded Haryana Orbital Rail Corridor’s Electrification Contract SYS-1

This development from Q1 2024 might not be news to some of you, but has finally been confirmed thanks to follower Kanishka who shared the latest edition of HRIDC’s Ralharee magazine with me.

Earlier this year, Larsen & Toubro was awarded 121.7 km Haryana Orbital Rail Corridor (HORC) project’s electrification contract SYS-1 by Haryana Rail Infrastructure Development Corporation Ltd (HRIDC).

The scope of L&T’s contract for this new semi high-speed rail line connecting Prithla – New Harsana Kalan includes installation of 2 x 25kV, 50Hz, AC, High Rise Overhead Equipment (OHE), Power Supply System and SCADA system. A Rigid Overhead Conductor System (ROCS) system will be installed inside the line’s tunnel section (km 24.850 to km 29.580) which was awarded to Rail Vikas Nigam Ltd. (RVNL) as part of Package C4 in August 2023.

HRIDC had invited tenders for SYS-1 package’s work in June 2023 with a 4 year installation deadline and an undisclosed estimate. Technical bids were opened in September 2023 to reveal 6 bidders – IRCON International, Kalpataru Projects International, KEC International, Konkan Railway Corporation, Larsen & Toubro and Rail Vikas Nigam Ltd.

I had first gotten wind of Larsen & Toubro being the lowest bidder, with a value of Rs. 980.68 crore, from an industry source when financial bids were opened on October 30 but was unable to get this verified.

The latest edition of Ralharee magazine now confirms HRIDC awarded SYS-1’s contract to L&T and subsequently held a signing ceremony on March 6. This is a significant contract, but strangely there’s been no prior announcement of this contract getting awarded by L&T or HRIDC anywhere else on the internet or even the Bombay Stock Exchange where L&T typically reports the award of large contracts.

HRIDC’s Brief Scope: Design, Supply, Installation, Testing & Commissioning of 2x25kV, 50Hz, AC, High Rise Overhead Electrification (OHE), Power Supply System and SCADA in connection with laying of New BG Double Railway Line from Prithla to New Harsana Kalan of Haryana Orbital Rail Corridor (HORC) Project from Km (-) 2.099 to Km 125.98 Including Rigid Overhead Conductor System (ROCS) in Tunnel Portion i.e from km 24.850 to km 29.580 and its connectivity to IR/DFC networks at New Prithla, Patli, Sultanpur, Asaudah and New Harsana Kalan including modifications in New Prithla, Sultanpur, Asaudah and New Harsana Kalan Station Yards (approximately 145 RKM and 315 TKM).

HRIDC has another systems contract for signaling and telecom works titled SYS-2 for which a tender notice is currently pending. Per Ralharee magazine, “Meeting held in Railway board on 03.07.2024 to finalise the technical parameters for S&T tender“.
