5 Bidders for Patna Metro’s PC-05 & PC-06 Underground Contracts

6 construction firms (2 in a consortium) have submitted bids for two underground tunneling contracts, PC05 & PC06, of Patna Metro’s Line-1 connecting Danapur Cantonment – Khemni Chak.

This approximately 8 km underground section of the 30.91 km Patna Metro Phase 1 project will connect Rukanpura Ramp and Mithapur Ramp via twin tunnels built by tunnel boring machines (TBMs).

Package PC-05 will connect Mithapur Ramp – Vikas Bhawan, while Package PC-06 will connect Vikas Bhawan – Rukanpura Ramp. Each package consists of 3 underground stations and comes with a 42 month construction deadline financed through a loan by Japan International Cooperation Agency (JICA).

Delhi Metro Rail Corporation (DMRC) had invited bids for both packages in December 2023 with unconfirmed estimates of Rs. 1683 crore (PC-05) and Rs. 1377 crore (PC-06). Technical bids were opened today to reveal 5 bidders for both packages.

Bidders

  • Afcons Infrastructure – Sam India JV
  • Hindustan Construction Co. Ltd. (HCC)
  • ITD Cementation India Ltd.
  • Larsen & Toubro Ltd. (L&T)
  • Tata Projects Ltd. (TPL)

Brief Scope of PC-05: Design and Construction of Twin Tunnel by Shield TBM, Tunnel by Cut & Cover, Underground Ramp at Mithapur and Three Underground Metro Stations viz. Vikas Bhawan, Vidyut Bhawan & Patna Station including Architectural Finishing, Water Supply, Sanitary Installation & Drainage Works of Stations on Danapur to Khemnichak Corridor of Phase-I of Patna MRTS

Brief Scope of PC-06: Design and Construction of Twin Tunnel by Shield TBM, Tunnel by Cut & Cover, Underground Ramp at Rukanpura and Three Underground Metro Stations viz. The bids have now been sent for technical evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor for each package.

Patna Junction Station will serve as an interchange between lines 1 & 2. 14.05 km Line-2’s tunnels connecting to Patna Junction are under construction by Larsen & Tourbo as part of Package PC-03 awarded in December 2021.

Rukanpura Ramp of PC-06 will be connected to elevated package PC-04’s western section, which is under construction by YFC Projects – Montecarlo JV. Mithapur Ramp will be connected to PC-04’s eastern section, also under construction by YFC Projects – Montecarlo JV.

PC-05 and PC-06 are the final of 6 civil construction packages (see list) of the entire project left to be awarded.

A tender notice is still pending for Patna Metro’s rolling stock & signaling contract which will severely delay the opening of its 6.1 km Priority Corridor connecting Malahi Pakri – New ISBT. That elevated section of 14.05 km Line-2 has been under construction by NCC since January 2021, and the way things are going I see operations on Patna Metro starting no sooner than 2027.
