NCC Wins Bengaluru Suburban Rail’s Package C4B for 9 Stations

NCC was today declared as the lowest bidder for the civil construction work of 9 stations under Package C4B of the 149.35 km Bengaluru Suburban Rail project (BSRP).

Package C4B on 46.88 km Corridor 4 (known as Kanaka Line) connecting Heelalige – Rajanukunte includes the construction of 1 elevated and 8 at-grade stations in north-eastern Bengaluru at Channasandra, Horamavu, Hennur, Thanisandra, R. K. Hegdenagar, Jakkur, Yelahanka, Muddanahalli and Rajankunte.

The contract’s scope also includes systems installation work such as electrical & mechanical (E&M), pre-engineered building (PEB) roof, and architectural finishing.

Karnataka’s Rail Infrastructure Development Company (K-RIDE) had invited tenders for its contract in July 2024 with a 2 year deadline and Rs. 528.05 crore estimate. Technical bids were opened in September to reveal NCC and RVNL – Rithwik JV were the only two bidders.

During technical evaluation, RVNL – Rithwik JV was disqualified per the tender’s conditions as they had already been awarded Package C4A’s contract for 9 stations between Heelalige – Kaggadasapura. This instantly made NCC the front-runner for C4B’s contract even before their financial bid was opened.

NCC’s Bid Value: Rs. 649.15 crore

KRIDE’s Brief Scope: Design & Construction of Nine (9 Nos.) Stations i.e. Elevated (1 No.) and At-Grade (8 Nos.) BSRP Stations of Corridor-4B at Channasandra, Horamavu, Hennur, Thanisandra, R. K. Hegdenagar, Jakkur, Yelahanka, Muddanahalli, Rajankunte including Civil, Structural, Entry / Exit Structure, Steel FOB, Roof Structures, PEB works Architectural finishes and E&M Works and Detailed Design & Engineering (DDC) with all associated works for Bengaluru Suburban Rail Project (BSRP)

BSRP’s Line-4 and Bangalore Metro’s 56 km Blue Line in Phase 2B will share a roughly 500m common alignment between Benniganahalli and Channasandra.

NCC’s bid of Rs. 649.15 crore was 22.93% higher than KRIDE’s estimate of Rs. 528.05 crore, so this will head straight to the negotiation table. Seeing how NCC – Rithwik JV was awarded Package C4A’s contract with a similar variance, it appears that KRIDE has the appetite to absorb cost escalations.

Line-4’s viaduct and at-grade embankments connecting its 18 stations are under construction by Larsen & Toubro (L&T) through a Rs. 1040.51 crore contract awarded in December 2023. A list of all packages and their status can viewed here.

Out of the 9 stations for which the contract is now awarded to NCC, which one is the elevated station? I think it may most likely be Yelahanka as the Suburban Rail station is integrated with the existing Yelahanka Junction of SWR. Please clarify
