4 Bidders for Navi Mumbai – Badlapur Expressway’s DPR Consultant Contract

Four design and engineering firms on Thursday submitted bids to prepare a Detailed Project Report (DPR) for the upcoming Navi Mumbai – Badlapur Expressway project in Maharashtra.

This new 20-30 km long greenfield access-controlled highway by Mumbai Metropolitan Region Development Authority (MMRDA) is planned to Badlapur, Ambernath, Ulhasnagar, Kalyan, and Dombivli to Navi Mumbai for faster connectivity in the region and onward to Mumbai.

The expressway’s eastern terminal will be located at Chamtoli village on the JNPT Spur of Mumbai – Delhi Expressway, and its alignment will pass through Palegaon, link up with east Kalyan via the upcoming Kalyan Ring Road at Hedutane, and link up with the 126 km Virar – Alibaug Multi-Modal Corridor (VAMMC) at Shirdhon. It will apparently also feature 3 km tunnels through Parsik Hills.

MMRDA had invited tenders for this consultancy contract in January 2025 and expects the selected consultant to prepare a DPR within 240 days of appointment. Technical bids were opened on Thursday to reveal the following 4 bidders.

The bids have now been sent for technical evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely consultant.

When ready, the project’s DPR will suggest the most optimal route, land acquisition requirement, traffic projection, interchanges, and physical composition (bridges, underpasses, culverts etc.) among other features.

This expressway will be designed to speeds of up to 100 kmph and envisioned to initially consist of 4 lanes (expandable to 8), but we’ll have to wait and see what the DPR recommends.
